About the position

As a Supervisory Management and Program Analyst, you will serve as the Deputy Chief of Staff for the Counterintelligence & Insider Threat Directorate within the Department of Defense. This role is pivotal in managing resource requirements and budgetary allocations for the directorate, ensuring that programmatic support is effectively provided. You will be responsible for tracking key operational and policy issues, coordinating and monitoring taskers, and aligning strategic priorities for the Counterintelligence and Insider Threat Directorate. Your work will encompass support to various offices including the Office of Counterintelligence (OCI), Cyber Mission Center (CMC), Operations Analysis Group (OAG), and the DoD Insider Threat Management Analysis Center (DITMAC). This position requires a comprehensive understanding of the DoD's operational framework and the ability to navigate complex programmatic relationships. In this role, you will apply analytical tools to evaluate program relationships and assess cost-effectiveness, ensuring that financial goals align with agency objectives. You will lead groups, negotiate compromises, and persuade management to accept proposals and recommendations. Your expertise in management analysis will be crucial as you conduct research to identify and solve organizational inefficiencies, thereby enhancing the effectiveness of the organization. Strong oral communication skills are essential, as you will be required to present information clearly and convincingly to various stakeholders, taking into account the audience and the nature of the information being conveyed. Additionally, you will develop and monitor processes to achieve desired results, ensuring that resources are organized effectively to meet the directorate's goals.

Responsibilities

  • Serve as Deputy Chief of Staff for the Counterintelligence & Insider Threat Directorate.
  • Manage resource requirements and budget for the directorate.
  • Provide programmatic support and track key operational and policy issues.
  • Coordinate and track taskers and strategic priorities for the directorate.
  • Support the Front Office, Office of Counterintelligence (OCI), Cyber Mission Center (CMC), Operations Analysis Group (OAG), and DoD Insider Threat Management Analysis Center (DITMAC).
  • Apply analytical tools to evaluate program relationships and cost effectiveness.
  • Lead groups and negotiate compromises on opposing positions.
  • Persuade management to accept proposals and recommendations.
  • Conduct research to solve organizational inefficiencies.
  • Express information effectively to individuals or groups, making clear and convincing presentations.

Requirements

  • Must be a US citizen.
  • Selective Service Requirement: Males born after 12-31-59 must be registered for Selective Service.
  • Experience in applying analytical tools to evaluate program relationships and cost effectiveness.
  • In-depth knowledge of the DoD acquisition process, including requirement development.
  • Specialized experience sufficient to demonstrate competencies necessary for the position, equivalent to GS/GG-14 level.
  • Experience in leading groups and negotiating compromises.

Nice-to-haves

  • Experience in federal service or similar governmental roles.
  • Familiarity with the Defense Counterintelligence and Security Agency's operations.
