About the position

The Supply Process Financial Operations Analyst will provide business transformation and risk mitigation services to support the advancement of DoD financial improvements related to the logistics program. This role involves serving as a subject matter expert in Operating Materials and Supplies (OM&S) Inventory and Military Standard Requisitioning and Issue Procedures (MILSTRIP). The analyst will assist with efforts to standardize and strengthen processes and controls, ensuring that affected stakeholders possess the requisite knowledge, skills, and abilities to carry out their job functions. Responsibilities include analyzing process and control documentation, performing risk and gap analysis, evaluating the effectiveness of internal controls, and implementing corrective actions to mitigate deficiencies in support of obtaining an unqualified audit opinion. The analyst will also conduct internal audit testing on unit level purchase and receipt transactions and provide work leadership to junior employees.

Responsibilities

  • Provide business transformation and risk mitigation services for DoD financial improvements related to logistics.
  • Serve as a subject matter expert in OM&S Inventory and MILSTRIP.
  • Assist in standardizing and strengthening processes and controls.
  • Ensure stakeholders have the necessary knowledge and skills.
  • Analyze process and control documentation.
  • Perform risk and gap analysis.
  • Evaluate internal controls and transaction accuracy.
  • Implement corrective actions for process deficiencies.
  • Conduct internal audit testing on purchase and receipt transactions.
  • Provide work leadership to junior employees.

Requirements

  • 3+ years of experience providing logistics and inventory or supply management support in the DoD.
  • 3+ years of experience with MILSTRIP in the Department of the Navy.
  • Experience as a member of a supply or functional management team.
  • Experience using Microsoft Office Suite programs.
  • Knowledge of DoD and Naval supply processes, systems, and programs.
  • Knowledge of administrative requirements within the DoN Supply Department.
  • Knowledge of DoD 5000 series.
  • Ability to interpret various financial reports.
  • Secret clearance.
  • HS diploma or GED.

Nice-to-haves

  • Experience with Sarbanes-Oxley or OMB Circular A-123 compliance.
  • Experience with financial statements and internal controls.
  • Knowledge of Naval Supply systems and websites.
  • Knowledge of database management for NTCSS, R-Supply, or NALCOMIS.
  • Bachelor's degree preferred; Master's degree in Business Administration a plus.
