About the position

Solutions Through Innovative Technologies, Inc. (STI-TEC) is seeking a System Architect/Software Developer to provide Joint Center for Electromagnetic Readiness (JCER) Advisory and Assistance Services (A&AS). This role is critical in accomplishing Joint Electromagnetic Spectrum Operations (JEMSO) readiness evaluations, which are essential for service deployment certification events and prerequisite training necessary for deployment to support a Combatant Command (CCMD). The successful candidate will engage in research on electromagnetic spectrum (EMS) issues, obtain relevant Department of Defense (DOD) documents, conduct studies, analyze options, and develop documentation to assist in effectively carrying out the JCER mission. The position requires applying scientific methods and techniques, evaluation planning, and coordinating specifications related to computer software use cases and software demonstrations. The candidate will also need to possess program management expertise and a solid understanding of multi-Service and Joint doctrine, tactics, techniques, and procedures (TTP) to address JCER focus areas. In this role, the candidate will review and evaluate proposed tasking, data sharing, visualization, and collaboration technologies to ensure compliance with applicable DOD information systems, security policies, directives, and instructions. They will work with various government organizations to identify, review, and evaluate candidate data sources and applicable local and national data standards. Additionally, the candidate will assist and support personnel with the installation, monitoring, and maintenance of software and infrastructure, as well as support data collection during evaluation planning, execution, and analysis, facilitating data collection training.

Responsibilities

  • Review and evaluate proposed tasking, data sharing, visualization, and collaboration technologies to ensure compliance with applicable DOD information systems, security policies, directives, and instructions.
  • Work with various government organizations to identify, review, and evaluate candidate data sources and applicable local and national data standards.
  • Assist and support personnel with the installation, monitoring, and maintenance of software and infrastructure.
  • Support data collection during evaluation planning, execution, and analysis and facilitate data collection training.

Requirements

  • Developing, designing, and maintaining software solutions that enable effective and efficient product development and information sharing.
  • Developing, adapting, and designing software in support of analytical requirements.
  • Demonstrating versatility in multiple higher level programming languages such as C++, Python, JavaScript, MATLAB, etc.
  • At least three (3) years of demonstrated relevant experience.
  • United States citizen.
  • TS security clearance with eligibility for SCI, SAP, and SAR accesses. An Interim TS may be acceptable with approval from the JCER Director.

Nice-to-haves

  • Facilitating data reduction, especially where software solutions have been developed to streamline tasks, to report calculate, and organize data.
  • Designing, populating, and maintaining databases.
  • Assisting with modeling and simulation frameworks; software integration, development, generation, demonstration, and documentation.
  • Familiarity with building and developing programs for managing data and converting files, managing standalone environments, html, JavaScript, database management programs, data reduction software, SQL servers, SharePoint development, C#, Azure functions and flows, low code environments such as Microsoft Power Apps, and Office 365 applications such as Teams, Forms, and Power Automate applications.
  • Developing and administering data management systems and databases and experience with SQL and SQL Server.
  • Developing programs inside of Visual Studio and SQL Server Management Studio.
  • Consolidating data from different sources and generating common formats.
  • Facilitating data entry and retrieval of data for analysis and reporting.
