About the position

The System Software Programmer (Delphi Developer) position at Divine Global Solutions is a full-time role focused on modernizing and enhancing agency financial and administrative systems. The selected candidate will be part of a collaborative team that aims to understand the current and future state of these systems, ensuring they meet state and agency security standards. The role involves significant programming responsibilities, including the modernization of legacy systems to an ASP.NET MVC environment, modifying existing systems for compliance, and migrating systems to newer platforms while adhering to industry best practices. The programmer will perform complex programming functions, providing technical advice and assistance in design architecture, configuration, writing, testing, and documentation. They will ensure maximum system uptime for critical components, diagnose and resolve software problems, and monitor system capacity and performance. The candidate will also be responsible for preparing and maintaining system documentation and architecture diagrams, working closely with finance and operations staff, and assisting in the development of policies and procedures related to cybersecurity. This position requires a commitment of 40 hours per week, with flexibility to work outside traditional business hours as needed. The candidate will collaborate with various stakeholders, including IT staff and subject matter experts, to conceptualize and implement solutions that align with organizational objectives. The role also involves compliance with the Department of Public Health's security policies and procedures, ensuring that all web services are secure and that all source code developed remains the property of the agency. Overall, this position is critical for the successful modernization of the agency's systems, requiring a blend of technical expertise, project management skills, and the ability to work effectively in a team environment.

Responsibilities

  • Perform complex programming functions, including design architecture, configuration, writing, testing, and documentation of agency computer systems.
  • Modernize legacy computer systems to ASP.NET MVC environment.
  • Modify existing computer systems to comply with agency security requirements.
  • Migrate and modify existing computer systems from older environments to newer platforms following industry best practices.
  • Ensure maximum system uptime for critical components to ensure business continuity.
  • Diagnose, isolate, and debug software problems and perform problem resolution.
  • Monitor systems capacity and performance, plan and execute disaster recovery procedures, and provide Tier 2 technical support.
  • Adhere to Information Technology application development standards and security requirements.
  • Ensure applications are compatible in major web browsers (IE, Chrome, Firefox, etc.).
  • Update supporting system database connection strings to support database migration from DB2 to SQL database.
  • Add required functionality to existing systems to retire active mainframe forms and streamline backend processes.
  • Prepare and maintain system documentation and architecture diagrams for assigned applications.
  • Collaborate to conceptualize total systems and/or product solutions currently in place and remediation to system environment.
  • Plan, organize, review, and implement associated project milestones to completion.
  • Recommend and assist in the design of system architectures to align with organizational strategic business objectives.
  • Provide updates to the Project Team and assist with production rollout to ensure minimal disruption of services.
  • Assist with the system software life cycle process and work with Finance Program Area and IT to present key information for improvements.
  • Assist in the development of policies and procedures to comply with agency standard cybersecurity policy design.

Requirements

  • Bachelor's or Master's Degree in a relevant field or equivalent work experience.
  • 4 years of experience with ASP.NET and MS MVC Framework.
  • 5 years of experience with C# and Visual Studio.
  • 4 years of experience with jQuery and AJAX.
  • 4 years of experience with Delphi and SQL databases.
  • 5 years of experience with DB2.
  • 4 years of experience with SVN and web services (REST, SOAP, WSDL).
  • Proficiency in MS Office (Word, Excel, PowerPoint, Visio), MS SharePoint, and MS Access.

Nice-to-haves

  • Experience with administrative systems related to human resource practices, financial billing, and data security practices for PI and PHI.
  • Ability to establish positive working relationships with technical staff, customers, and others involved in data-centric management.
  • Excellent written, oral, and interpersonal communication skills.
