About the position

The Tactical Data Link (TDL) Analyst role at STAHL Companies involves analyzing and ensuring compliance of tactical data link systems with military standards. The analyst will develop test plans, conduct assessments, and provide recommendations for test tools and data collection methods. This position requires a strong analytical mindset, creativity in problem-solving, and the ability to work with large data sets to support government technology initiatives.

Responsibilities

  • Develop test plans and test cases based on system requirements, Interface Exchange Requirements (IERs), and MIL-STDs.
  • Develop test reports ensuring all stated requirements and test objectives have been evaluated and the documented results adequately and accurately reflect the collected data and analysis conducted during the event.
  • Verify system compliance to current joint service approved MIL-STDs with consideration to system IERs.
  • Perform a technical assessment of systems Information Exchange Requirements (IERs), TDL interfaces and system requirements under assessment for verification or evaluation.
  • Provide recommendations on which test tools, data collection tools, and data reduction tools are required for a test event based on the test requirements.
  • In support of test planning and coordination meetings, provide technical input and recommendations to Test Director and event leads.
  • Configure, connect, and prepare system and network data collection devices. Start, monitor, stop and archive data collected daily throughout the course of the supported test event.
  • Perform time synchronization on data collection devices to designated time reference (Zulu/Local) and/or report devices/systems not synchronized to test director.
  • Organize data files, logs and test artifacts using an organized file management system and on appropriate media in accordance with designated Command policy and guidance from test director.
  • Identify and report any data loss or data collection discrepancies at the earliest opportunity to the test director or event lead.
  • Monitor test execution and note possible exceptions to TDL standards in real-time; reporting these possible exceptions to test lead to track verification of Problem Change Request (PCR) resolution, MIL-STD compliance and potential new issues.
  • Perform interoperability and performance system assessment with consideration of CJCSM 6120.01 Joint Multi-Tactical Data Link Operating Procedures.
  • With respect to all applicable interfaces and system architecture verify performance of data exchanges through intermediary applications and/or radio terminal/modem devices in accordance with applicable interface control documents.
  • Conduct root cause analysis on TDL issues in support of test and engineering events.
  • Annotate observations of execution or deviations to TDLs standards within the test procedure.
  • Execute post-test analysis and reporting within the time frame allocated by the test plan and using the forms, technical writing style and structure requested for use by the test plan/test director.

Requirements

  • Four years experience using tools to analyze Link 16 and VMF data collected during a test event to ensure messages conform to the MIL-STDs.
  • Working knowledge and understanding of one or more of the following: MIL-STD-6016 (Link 16), MIL-STD-3011 (JREAP), MIL-STD-6017 (VMF), and MIL-STD-6020 (Data Forwarding).
  • Demonstrated understanding and application of the DERG.
  • Expertise working with large data sets collected during test events and analyzing the data to ensure systems under test meet performance and system requirements.

Nice-to-haves

  • Bachelor's degree in Computer Science, Computer Engineering, Electrical Engineering, or related field.
  • Experience with M&S tools such as BOSS or MLST3 developing Link 16 scenarios and mission-based thread development.
  • Experience with data analysis tools such as MANDRIL, NSITE, DEASIL, or Wireshark.
  • Working knowledge and understanding of MIL-STD-6040 (USMTF), MIL-STD-6018 (CMF) and MIL-STD-6090 (CoT).
