About the position

ECS is seeking a Technical Writer to serve as the Cybersecurity Technical Writer and Policy Writer for the Defense Human Resources Activity (DHRA) Cybersecurity Division. This role involves the development and management of over 100 documents related to cybersecurity policies and procedures. The Technical Writer will collaborate closely with senior leadership and process owners to gather requirements and ensure that the documentation meets the necessary standards for both on-premise and cloud environments. The position requires the creation of a tracking mechanism to monitor the review and submission status of these documents, advocating for policy changes that align with organizational cyberspace initiatives, and ensuring compliance with legal and regulatory requirements. The Technical Writer will be responsible for developing and maintaining cybersecurity plans, procedures, and policies that support the organization's cybersecurity initiatives. This includes assessing policy needs, collaborating with stakeholders, and establishing communication channels to ensure timely document generation. The role also involves reviewing existing and proposed policies and procedures, creating and maintaining Standard Operating Procedures (SOPs), and preparing presentation statuses for weekly and monthly updates. The ideal candidate will thrive in a complex, fast-paced environment and will be able to manage competing demands while delivering high-quality documentation that supports mission-critical systems and solutions.

Responsibilities

  • Serve as the Cybersecurity Technical Writer and Policy Writer for the Defense Human Resources Activity (DHRA) Cybersecurity Division for 100+ documents.
  • Meet with senior leadership and process owners to solicit policy and procedure requirements.
  • Develop DoD policies and procedures to support the cybersecurity posture both on premise and in the cloud.
  • Create a tracking mechanism for review and submission status for 100+ documents.
  • Advocate for changes in policy that support organizational cyberspace initiatives or required changes/enhancements.
  • Develop and maintain cybersecurity plans, procedures, and policies to align with organizational cybersecurity initiatives and regulatory compliance.
  • Assess policy needs and collaborate with stakeholders to develop policies to govern cyber activities.
  • Establish and maintain communication channels with stakeholders to ensure document generation timeliness.
  • Review existing and proposed policies and procedures with stakeholders.
  • Ensure that policies and processes comply with legal, organizational, and regulatory requirements.
  • Create and maintain Standard Operating Procedures (SOP) and Tactics, Techniques, and Procedures (TTP) that comprise step-by-step guidelines for recurring operations.
  • Prepare and present weekly and monthly presentation statuses.

Requirements

  • Must be able to report to the Mark Center, located in Alexandria, VA.
  • Must be a US citizen per contract, possess a Secret Clearance, and be willing to acquire and maintain a DoD Top Secret clearance if requested.
  • Bachelor's degree in computer science, cybersecurity, information security, or similar discipline AND 7+ years of technical writing, policy or cybersecurity experience, in support of the DoD or other federal clients.
  • Active DoD 8570 certification minimum compliance, including at least one of the following certifications in good standing: Security+, CASP+ CE, CISSP.
  • Proficient government policy and procedures writing capability.
  • Ability to communicate effectively with government, technical staff, and contract leadership.
  • Excellent analytic skills, including qualitative and quantitative data analysis.
  • Knowledge of DoD cybersecurity policies, practices, and requirements.
  • Ability to create, manage, and report on the review and submission status for 100+ cyber-related documents.
  • Capacity to thrive in a complex, fast-paced environment with competing demands while delivering consistent, high-quality commitment to mission-critical systems and solutions.
  • Ability to work independently and continue to keep momentum on assignments while engaging stakeholders.

Nice-to-haves

  • Prior DMDC or DHRA experience.
  • Top Secret Clearance.
  • Ability to be self-managing and self-directing.
  • Demonstrated Senior to SME level knowledge of Cybersecurity and Privacy domains.
  • Knowledge of applicable laws, Presidential Directives, Executive Branch Guidelines, and NIST Cyber related guidelines.
