About the position

The Technical Writer/Contract Officer at Systems Planning and Analysis, Inc. (SPA) is responsible for developing and editing procurement-related documents, ensuring clarity and compliance with internal procedures. This role involves translating complex technical information into understandable formats for both technical and non-technical personnel, supporting procurement activities, and maintaining excellent customer relations. The position requires collaboration with program managers and procurement staff to produce high-quality documentation that meets applicable standards.

Responsibilities

  • Collaborate with program managers and Procurement and Contracting (P&C) staff to develop requirement documents such as Statements of Work and Performance Work Statements.
  • Translate complex technical information into clear, readable documents for technical and non-technical personnel.
  • Conduct research and ensure the use of proper technical industry terminology in documentation.
  • Support procurement activities by preparing Requests for Proposals (RFP) and participating in Solicitation Review Boards and Contract Awards Committees.
  • Draft and staff business cases for special requests or deviations from normal procurement methods.
  • Record all relevant contract decisions and actions meticulously.
  • Establish and maintain excellent internal and external customer relations at all levels of the organization.
  • Create tutorials and samples to assist end-users in initiating requirements and review contract templates to standardize practices.

Requirements

  • Bachelor's degree
  • Active NATO or NATO Nation National Secret Security Clearance
  • Current Passport with no travel restrictions
  • 5 years of experience capturing complex technical requirements in coordination with SMEs for contract requirements documents
  • 5 years of experience writing, reviewing, and editing requirements and specifications for contract solicitations
  • Experience working closely with a cross-functional team
  • Ability to acquire and present information through independent reading and interviews with subject-matter experts
  • Ability to develop and maintain good working relationships with others
  • Ability to lead, train, and mentor peers in requirement document development processes
  • Advanced skill in oral and interpersonal communication, and writing at collegiate and professional levels in English
  • Familiarity with acquisition publications and NATO or National procurement regulations
  • Excellent working knowledge of Microsoft Office Suite, MS 365, MS Teams, and SharePoint.
