About the position

GovCIO is currently seeking a Technical Writer to assist with documentation and associated projects supporting Veteran's Affairs (VA). This position is fully remote and is open to candidates located within the United States. The Technical Writer will be responsible for developing and maintaining a variety of technical documents, including standard operating procedures, user guides, and other related process or product documentation tailored for diverse audiences. To effectively create these documents, the writer will acquire subject knowledge by interviewing product owners and stakeholders, ensuring that the documentation is accurate and comprehensive. In addition to document creation, the Technical Writer will serve as a meeting facilitator, attending calls with staff and product line leadership, and preparing notes as needed. The role also involves managing and updating various project management tools such as Jira, Kanban, Slack, and Confluence, as well as drafting organizational documents including budgets, SOPs, ATOs, POAMs, after-action reports, and high-level CIO briefs. The Technical Writer will also be responsible for developing and maintaining a SharePoint document management system, overseeing the preparation of illustrative materials such as mural boards, diagrams, and charts, and conducting quality reviews of all materials produced. Furthermore, the Technical Writer will prepare and assist with technical or business presentations, selecting and recommending layouts, graphics, drawings, tables, exhibits, illustrations, charts, or storyboards to enhance the clarity and effectiveness of publications. Editing and proofreading materials and documentation prior to submission to executive leadership is also a critical aspect of this role, ensuring that all communications are polished and professional.

Responsibilities

  • Develop and maintain technical documents such as standard operating procedures, user guides, and related process or product documentation for a wide range of audiences.
  • Acquire subject knowledge by interviewing product owners and stakeholders.
  • Attend calls for staff and product line leadership and prepare notes as needed.
  • Manage and update Jira, Kanban, Slack, and Confluence boards and other as assigned.
  • Draft various organizational documents including budgets, SOP's, ATO's, POAM's, after action reports, and high-level CIO briefs.
  • Develop and maintain SharePoint document management system.
  • Oversee preparation of illustrative materials including mural boards, diagrams and charts while conducting quality review of all materials.
  • Prepare and assist with technical or business presentations.
  • Select and recommend use of layouts, graphics, drawings, tables, exhibits, illustrations, charts, or storyboards to amplify or clarify publications objectives.
  • Edit and proof material and documentation prior to sending to executive leadership.

Requirements

  • Bachelor's degree with 5 years of relevant experience (8 years of additional relevant experience may be substituted for education).
  • Excellent communication skills and comfort working with cross-functional teams.
  • Strong problem-solving skills with the ability to think holistically and present scenarios to solve problems.
  • Ability to operate in ambiguity and design processes where necessary.
  • Experience managing a library of documentation, including storage and organization of documents and change governance.
  • Proficiency in MS Office Suite, Mural/InVision, Confluence, Jira, GitHub, Microsoft Teams, and Slack.

Nice-to-haves

  • Scrum master certification is a plus.
  • Experience in document layout and design.
  • Jira experience is preferred.
  • Power BI experience is a plus.
  • A can-do attitude and team player mentality.
  • Comfortable operating with minimal supervision.
