About The Position

The Test Equipment Solutions Program Manager 2 at Northrop Grumman is responsible for overseeing all phases of the Test Equipment Solution Programs, from inception through completion. This role involves managing program performance, including profit and loss, schedule adherence, customer relationships, and forecasting. The successful candidate will build collaborative relationships between the program office and functional areas, ensuring effective execution of production, repairs, spares, and engineering services.

Requirements

  • Bachelor's Degree and 8 years of related experience, or Master's Degree and 6 years of related experience.
  • Experience in running P&L business.
  • Experience with repairs, spares, DMS resolution, product modification, and production.
  • Demonstrated experience with Estimates at Completion (EAC).
  • Experience coordinating among cross-functional teams and managing multi-million-dollar budgets.
  • Exceptional external customer relationship experience.
  • Ability to interact effectively with internal and external customers at all levels.
  • Ability to define proposal strategy and produce winning proposals.
  • Must be able to obtain and maintain an active DoD Secret clearance.

Nice To Haves

  • DoD sustainment background/understanding.
  • Experience in generating DoD cost proposals.
  • Experience with successful program startup.
  • Proficient with Microsoft programs including Word, Excel, PowerPoint, and Project.
  • Experience in leading a diverse team to successful outcomes.
  • Experience with Return to Green and Root Cause Corrective Action.

Responsibilities

  • Manage all phases of the program life cycle from inception through completion.
  • Responsible for cost, schedule, technical performance, and customer satisfaction of the Test Equipment Solution Programs.
  • Develop new business or expand the product line with the customer.
  • Coordinate the preparation of proposals, business plans, and operating budgets.
  • Participate in the negotiation of contracts and contract changes.
  • Accountable for programmatic and financial commitments including awards, sales, profit, and cash.
  • Lead programmatic and financial risk and opportunities management to achieve financial targets.
  • Act as primary customer contact for program activities, leading program review sessions.
  • Establish milestones and monitor adherence to master plans and schedules.
  • Manage, monitor, and report on-time delivery metrics and trends against program requirements.
  • Direct the work of employees assigned to the program from various areas.
  • Partner with functional leadership to deploy qualified resources and improve processes.
  • Evaluate and implement program and product best practices.
  • Manage special projects focused on improving operational effectiveness.
  • Serve as a subject matter expert among the customer community.
