About the position

Culmen International is seeking an experienced TSA IDIQ Program Manager. The IDIQ Program Manager is a critical leadership role responsible for overseeing all aspects of contract execution under the TSA Screening Partnership Program (SPP). This individual will ensure the efficient and effective delivery of airport security screening services, maintaining compliance with TSA regulations, security protocols, and operational performance standards. This is a hybrid remote position. Periodic travel to TSA headquarters in Springfield, VA. Must live within 40 mile radius. This position will travel to various TSA locations across the country.

Responsibilities

  • Lead and manage all program operations, ensuring adherence to TSA requirements, aviation security regulations, and contract deliverables
  • Oversee security screening personnel, ensuring they meet TSA training, certification, and performance standards
  • Develop and implement operational strategies to enhance security effectiveness, passenger throughput, and overall airport safety
  • Coordinate with TSA, airport authorities, and key stakeholders to ensure seamless integration of security operations
  • Manage workforce planning, recruitment, and training to maintain a high-performing security team
  • Monitor and enforce compliance with all federal aviation security regulations, policies, and contractual requirements
  • Oversee financial management, budgeting, and cost control to ensure program efficiency

Requirements

  • U.S. citizenship
  • Bachelor's degree in business, security management, aviation, or a related field (Master's degree preferred)
  • Must have 10+ years of experience in security operations, aviation security, or federal contract management, with at least 5 years in a senior program management role
  • Must have Active Secret clearance
  • Formal certification in program/project management issued by the Federal Government (such as FAC-PM, DAWIA, or U.S. DHS) or certification issued by a non-government organization like the PMP credential issued by the Project Management Institute
  • Extensive knowledge of TSA regulations, screening procedures, and aviation security best practices
  • Experience managing large, complex government contracts, preferably in airport or transportation security
  • Proven ability to lead and develop large security teams in a high-paced operational environment
  • Excellent communication skills and ability to collaborate with government agencies and airport authorities
