About the position

The Engineering Manager is responsible for overseeing the staff and operations of a division or work unit that performs professional civil engineering tasks. This role supports capital projects, plan reviews, and infrastructure construction and maintenance projects, focusing on conceptual design formulation and engineering problem resolution. The position requires managing a team, ensuring compliance with regulations, and providing technical expertise across various engineering projects.

Responsibilities

  • Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules.
  • Compiles and reviews timesheets; approves/processes employee concerns and problems.
  • Assists with or completes employee performance appraisals; directs work and acts as a liaison between employees and management.
  • Organizes, prioritizes, and assigns work to meet objectives; ensures subordinates have the proper resources needed to complete assigned work.
  • Monitors status of work in progress and inspects completed work; consults with staff to assist with complex situations.
  • Provides progress and activity reports to management; assists with the revision of procedure manuals as appropriate.
  • Oversees engineering work involving the integration of multiple systems; manages special projects and provides technical direction.
  • Conducts project presentations and represents the department in community forums, including public meetings.
  • Ensures regulatory compliance for legislatively mandated programs.
  • Conducts and reviews modeling, planning, and engineering studies; prepares reports detailing analysis and recommendations.
  • Reviews and verifies engineering calculations and analysis submitted by consultants or internal technicians.
  • Conducts programming assessments to determine project requirements; participates in developing lists of potential infrastructure improvement projects.
  • Develops preliminary/final plans and designs using CAD and other engineering tools; develops engineering specifications for construction.
  • Coordinates and reviews work of contracted architects, engineers, and city staff; approves designs as appropriate.
  • Completes review of civil engineering aspects of site development plans to ensure compliance with laws and standards.
  • Facilitates communication between owners, project managers, contractors, and other interested parties.
  • Provides technical assistance during the bid phase of project design.

Requirements

  • Bachelor's degree in Civil Engineering or related engineering discipline.
  • Seven years of civil engineering experience, including two years of supervisory experience.
  • Valid Georgia driver's license.
  • Professional Engineer license.
