About the position

The Senior Program Manager at Sigma Defense will support the Commander, U.S. Fleet Forces (USFF) in Norfolk, VA, by interfacing with various government officials and managing contract personnel. This role involves overseeing contract support operations, ensuring efficient project execution, and preparing the workforce for evolving requirements during the contract period. The ideal candidate will have extensive experience in managing large, complex defense projects, particularly in Navy training operations and policy.

Responsibilities

  • Provide interface with Government COR, Contracting Officer, senior government managers, and senior military officers.
  • Manage hiring, capability development, discipline, and dismissal of contract personnel.
  • Support Fleet Deployment Training Program Support (FDTPS) tasks in various contract areas.
  • Ensure efficient and effective operations of contract support.
  • Lead working groups and cross-functional teams to achieve project objectives.
  • Develop exercise/event timelines with required deliverables.
  • Manage relationships across business and customer organizations throughout the project cycle.
  • Administer total program activities and provide principal support for program administration, financials, and reporting.
  • Function as the single point of contact (POC) to the Government for contractor-to-contractor teaming work arrangements.
  • Manage contract travel and other direct costs (ODC).
  • Establish project team roles and responsibilities and review project status with stakeholders.
  • Proactively manage changes in project scope and identify potential risks.

Requirements

  • Minimum of 8 years of experience in corporate program management on a defense contract of similar magnitude and complexity.
  • Experience in determining program objectives, organizing requirements, scheduling projects, and developing standards and guidelines.
  • Ability to manage multiple projects/tasks simultaneously with numerous stakeholders.
  • Experience in managing relationships across business and customer organizations throughout the project cycle.
  • Possess an active, DoD issued Top Secret security clearance or higher.

Nice-to-haves

  • Knowledge of the Optimized Fleet Response Plan (OFRP) and Fleet Response Training Plan (FRTP).
  • Echelon III (or higher) staff experience.
