About the position

The Chief Financial Officer (CFO) for Mustang Public Schools is a pivotal role responsible for overseeing the financial operations of the school district for the 2024-2025 school year. The CFO will manage various financial functions including payroll, accounts payable, and the Child Nutrition Department, ensuring that all financial activities align with district policies and state regulations. This position requires a strong background in school finance, as the CFO will be tasked with preparing and presenting the annual budget to the Board of Education, as well as compiling year-end financial reports by July 31 each year. In addition to budget preparation, the CFO will supervise and evaluate all personnel within the business department, including the Director of Child Nutrition. The role involves close collaboration with the Independent Auditor to prepare the current year's budget and to ensure the accuracy of financial reports submitted to the State Department of Education. The CFO will also be responsible for reviewing federal claims and coordinating with department heads on budget matters, requisitions, and employee payments. The CFO will serve as a key communicator between the school district and various stakeholders, including staff, the Board of Education, and the community. This position requires a high level of confidentiality and adherence to district, state, and federal laws. The CFO will also participate in committees involving financial information and will be evaluated annually by the Superintendent of Schools. Overall, the Chief Financial Officer plays a crucial role in maintaining the financial health of Mustang Public Schools, ensuring that resources are allocated effectively to support the educational mission of the district.

Responsibilities

  • Oversees and supervises the functions of payroll, accounts payable, activity fund, treasurer, assistant treasurer, bank couriers and Child Nutrition Department.
  • Supervises and evaluates all business department personnel and the Director of Child Nutrition.
  • Reviews the FR3 for accuracy prior to submission to the State Department of Education.
  • Compiles and publishes the year-end receipts and expenditures by July 31 of each year.
  • Works with the Independent Auditor in preparing the budget for the current year.
  • Prepares the annual budget and presents it to the Board of Education.
  • Prepares monthly board reports of current and projected revenue and expenditures for all appropriated funds.
  • Supervises and verifies coding of all expenditures for school district purchases for all funds including activity in accordance with the Oklahoma Cost Accounting System.
  • Coordinates with other administrators in determining cost projections and payroll projections for negotiating purposes.
  • Reviews all federal claims and works with the Director of Federal Programs on expenditures processed for the current plan year.
  • Communicates with the staff, Board of Education, patrons and community as requested.
  • Works with the staff and the Financial Advisor for bond projections and sinking fund mills.
  • Coordinates with all department heads in matters of budgets, requisitions, employee payments, federal programs and state reports as required.
  • Reviews and coordinates any law changes that affect finances on an as needed basis.
  • Serves on committees as assigned when involving financial information.
  • Attends board meetings and prepares reports upon request.
  • Maintains confidentiality.
  • Abides with all district, state and federal laws, policies and procedures.
  • Performs other duties as assigned by the Superintendent of Schools.

Requirements

  • Degree in Business, Accounting, Finance, or relevant public school experience required.
  • Working knowledge of and experience in school finance is required.
  • Master's Degree preferred.
