About the position

The Assistant Controller will play a crucial role in the financial management of North Kansas City Schools, training under the current Controller until his retirement on June 30, 2025. This position is designed for an individual who is prepared to take on full responsibilities for the accounting functions of the school district following this transition. The Assistant Controller will be responsible for developing and implementing accounting procedures that ensure compliance with state and federal regulations as well as Board policies. This role requires a strong understanding of financial transactions and the ability to manage complex financial systems effectively. The Assistant Controller will supervise the Accounts Payable and Accounting Department staff, manage the investment portfolio, and direct annual external audits. Additionally, the individual will oversee Federal and State grants, evaluate the internal control systems, and make necessary adjustments as recommended by the district auditor and the Governmental Accounting Standards Board. The position also involves preparing monthly and annual financial reports, maintaining complex ledger systems, and reconciling bank accounts on a monthly basis. The Assistant Controller will assist the Chief Financial Officer in the preparation of the annual budget and will be expected to interact effectively with various stakeholders, including cabinet members, directors, principals, and coordinators. Regular attendance and adherence to safety practices are essential functions of this position, and the Assistant Controller must comply with all district rules, regulations, and policies. The performance of this role will be evaluated according to the Board's policy on evaluations, utilizing the Performance Based Administrator Evaluation process.

Responsibilities

  • Formulates and implements accounting procedures that comply with state and federal regulations and Board policies.
  • Supervises Accounts Payable and Accounting Department staff.
  • Manages investment portfolio.
  • Directs annual external audits.
  • Manages Federal and State grants.
  • Evaluates the system of internal control and implements changes as recommended by the district auditor and the Governmental Accounting Standards Board.
  • Prepares monthly and annual financial reports, including proof of cash analysis and documentation of cash receipts and disbursements.
  • Organizes and maintains complex ledger systems of relevant financial information, including bond funds, payroll records, food service funds, and student activity accounts.
  • Reconciles all bank accounts on a monthly basis and makes recommendations for the timing of investment of funds.
  • Assists the Chief Financial Officer in the preparation of the annual budget.
  • Interacts and guides fellow employees and building/departmental personnel effectively.

Requirements

  • Minimum of a Bachelor's degree in accounting or finance.
  • Advanced degree or professional certification as a Certified Public Accountant is preferred.
  • At least three years of accounting experience in a business or governmental organization is preferred.
  • Possession of the knowledge, skills, abilities, and physical attributes necessary to perform the essential functions of the position.
  • Demonstrates effective human relations and communication skills.
