About the position
Staff Tech is seeking a Senior Business Analyst with a strong background in the implementation of IT Service Management (ITSM) and IT Asset Management (ITAM) systems. The ideal candidate will be proficient in requirements elicitation, business process optimization, and will assist with tool configuration efforts. The primary goal of this role is to enhance operational efficiency, improve service delivery, and align IT processes with industry best practices. The selected contractor will have comprehensive expertise in business analysis methodologies, requirements tools, requirement elicitation techniques, business analysis documentation, business process analysis, and requirements management within IT service management and asset management systems. This role will involve performing various business analysis activities related to system implementation and enhancement projects. The Senior Business Analyst will be expected to follow either a hybrid System Development Life Cycle (SDLC) methodology or an agile/iterative development approach. This position requires collaboration with various business areas to elicit and document business and systems requirements, focusing primarily on the implementation of ITSM and ITAM solutions across the enterprise. The candidate will work within the Technology Service Branch and will be required to adhere to a hybrid working model, working on-site 2-3 days per week in West Sacramento, CA. Candidates must have at least five years of experience in the last ten years as a Business Analyst in large organizations, leading or participating in the technical implementation of ITSM and ITAM solutions, such as ServiceNow. Responsibilities will include creating and maintaining requirement management plans, assessing analysis scope and tasks, planning business analysis tasks, facilitating joint application design (JAD) sessions, and documenting various business, user, and system requirements. The candidate will also analyze business processes for improvement, model new functional requirements, and lead cross-functional teams that include business subject matter experts, application architects, developers, and testers. Close collaboration with the ServiceNow implementation vendor team is also expected.
Responsibilities

- Work closely with the ServiceNow implementation vendor team.
Requirements
- At least five (5) years of experience as a Business Analyst in large organizations within the last ten (10) years.
- Experience in the technical implementation of ITSM and ITAM solutions such as ServiceNow.
- Experience creating and maintaining requirement management plans.
- Experience in assessment of analysis scope and tasks.
- Experience in planning business analysis tasks.
- Experience facilitating joint application design (JAD) sessions.
- Experience in elicitation, definition, and documentation of business, user, and system requirements.
- Experience in business process improvement, application design, and workflow automation.
- Experience in modeling and documenting new functional requirements and use case development.
- Experience leading and working within cross-functional teams.
- Experience producing business analysis deliverables such as business requirements, business rules, and business process models.
- Experience using requirement gathering tools like Rational Requisite Pro, HP ALM, or Jama Software.
Nice-to-haves
- Experience as a Business Analyst with the State or Federal government.
- Experience in Agile project management methodology or Scaled Agile Framework.
- IIBA Certified Business Analysis Professional (CBAP or CCBA).
- Advanced knowledge of the ITIL framework and its practical application.
