About the position

The Human Resources Specialist serves as the lead HR professional for the College of Engineering at the University of Hawai'i at Manoa. This role encompasses all aspects of HR management and administration, including recruitment, compensation, benefits, staff development, and compliance with HR policies. The specialist is responsible for advising on HR matters, maintaining personnel records, and ensuring adherence to federal and state regulations. The position requires a proactive approach to problem-solving and collaboration with various stakeholders within the college.

Responsibilities

  • Lead all aspects of HR management and administration for the College of Engineering.
  • Resolve unique HR problems using judgment and creativity.
  • Formulate and recommend internal personnel procedures and practices.
  • Maintain HR documents and records in compliance with policies.
  • Execute personnel transactions for all employees in the college.
  • Serve as the College EEO/AA Officer.
  • Advise on accommodations under the Americans with Disabilities Act (ADA).
  • Guide departments on the recruitment process for accuracy and compliance.
  • Review and advise on salary recommendations and adjustments.
  • Oversee the onboarding process for new employees.
  • Stay updated on HR-related rules and regulations.
  • Advise on interpretation of collective bargaining contracts and university policies.
  • Develop and conduct HR training sessions.
  • Ensure timely performance evaluations and resolve performance issues.
  • Maintain positive relationships with faculty, staff, and unions.
  • Liaise with immigration services for visa processing.
  • Handle workers' compensation claims and employment verification requests.
  • Conduct investigations on complaints and grievances.
  • Collaborate on annual organizational updates and vacancy reports.

Requirements

  • Baccalaureate degree in human resources, business administration, or related field.
  • 3 years of progressively responsible professional experience in HR or related field.
  • Considerable knowledge of HR principles, practices, and techniques.
  • Understanding of federal and state HR laws and regulations.
  • Ability to resolve complex problems creatively and effectively.
  • Strong written and verbal communication skills.
  • Ability to establish and maintain effective working relationships.
  • Proficiency in personal computer and word processing software.
  • Experience with HR database management systems such as Peoplesoft.
  • Ability to exercise judgment and discretion with confidential information.
  • Ability to work independently under pressure and manage multiple projects.

Nice-to-haves

  • Previous experience in a higher education environment.
  • Knowledge of HR policies and procedures of UH and RCUH.
  • Proficient in UH Human Resources Information Systems.
  • Experience conducting investigations.
  • Experience consulting with unions.
  • Experience facilitating discussions in conflict situations.
  • Ability to conduct training/workshops.
  • Valid government notary.
