About the position

The Accountant Advanced position at the Maryland Transportation Authority (MDTA) involves advanced-level work in examining, analyzing, and interpreting accounting systems and records. The role focuses on ensuring compliance with generally accepted accounting principles (GAAP), preparing financial reports, and providing fiscal advice to management. The position is critical for verifying expenses and financial transactions, particularly in the areas of cost accounting, systems accounting, and federal fund accounting.

Responsibilities

  • Review consultant invoices and construction cost estimates for capital projects to determine compliance with contract terms and accuracy of progress payments.
  • Review vendor invoice payments to verify billing accuracy and budgetary coding.
  • Confirm that expenditures comply with State and MDTA procurement regulations and policies.
  • Perform monthly account reconciliations to ensure correct transaction recording within general ledger accounts.
  • Conduct monthly reconciliations of bank accounts to the general ledger and investment accounting systems.
  • Create journal entries related to investments, debt, and cash flow transactions.
  • Monitor budget vs actual expenditures and analyze significant variances.
  • Research accounting pronouncements and perform fiscal year-end accounting for financial report preparation.
  • Assist with the preparation and review of the Annual Comprehensive Financial Reports.
  • Verify financial data in various banking and accounting information systems.
  • Provide updates on retainages held on construction contracts.
  • Review and update overhead rate audits on consultant payments.
  • Perform fiscal year-end accounting for financial reports.

Requirements

  • A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
  • Three years of experience examining, analyzing, and interpreting accounting systems, records, and reports using GAAP.
  • Possession of a CPA certificate or a Master's degree in accounting may substitute for one year of required experience.
  • Candidates may substitute U.S. Armed Forces military service experience in the Accounting field on a year-for-year basis for the required experience.
