About the position

The Riverside County Transportation and Land Management Agency has an opportunity for an Accountant I on the Fee Administration team located in Riverside. The Accountant I will maintain and review Deposit Based Fee cases, which include permits such as pool, solar, building, etc. This role involves assisting with tracking costs and deposits, billing, reconciliation, and contracts. The Accountant I will also establish, review, revise, and maintain controls on fiscal record-keeping functions; audit the fiscal records and accounting procedures of special districts or County departments; and perform other related duties as required. Competitive candidates may possess experience with billing, managing retainer fees, account reconciliation, and handling small and large business contracts. Candidates who possess PeopleSoft HCM and public sector accounting experience are encouraged to apply. Accounting and general ledger experience is highly desired, as well as experience in finance. The Accountant I is distinguished from the Accountant II classification in that the latter is the fully qualified journey level classification in the series, having greater scope of responsibility and requiring the exercise of independent judgment in performing complex accounting and auditing tasks. The Accountant I is a natural progression underfill for the Accountant II. Incumbents are expected to promote to Accountant II after obtaining one year of experience as an Accountant I, meeting the education requirement and obtaining a satisfactory performance evaluation. Failure to promote to the Accountant II class will result in incumbents being returned to their former County classification or new hires being released prior to the end of their probationary period. The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for seven county departments, including the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Environmental Programs Department, Aviation Department, and the Administrative Services Department.

Responsibilities

  • Establish, review, revise, and maintain controls on fiscal record-keeping functions.
  • Examine and analyze fiscal record-keeping systems and procedures.
  • Examine, analyze, and verify fiscal documents (e.g., vouchers, warrants, requisitions, purchase orders, receiving records, and invoices).
  • Prepare trial balances, reconciliations, work sheets, and schedules.
  • Prepare or assist in the preparation of a variety of accounting, statistical, and narrative reports.
  • Review, evaluate, and may assist in the preparation and maintenance of the budget and internal controls.
  • Prepare or assist in the preparation of recommendations for the installation of new or revised accounting cost systems, procedures, and records.
  • Review the classification and distribution of income and expenditures to proper accounts.
  • Develop routine rates or cost models.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.
  • Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.
  • Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework, along with one year equivalent to the County of Riverside Accountant Trainee classification.
  • Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework, along with three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.
