The Accounting and Banking Manager at the SC Department of Veterans' Affairs is a pivotal role responsible for overseeing the agency's accounting and banking functions. This position involves planning, coordinating, administering, and directing various financial activities, including managing the business, cashier, and grant program management associated with the fiscal operations of the Department. The role encompasses the financial management of all State Veteran Homes, which collectively handle an average revenue and expenses totaling approximately $20 million annually. The manager will process and manage accounts receivable transactions amounting to around $200 million and oversee Resident Funds, which include miscellaneous payments of approximately $300,000 for nearly 1,100 residents. Additionally, the Accounting and Banking Manager serves as the department liaison for audit engagements, preparing for and responding to audit requests from both inter-agency and external entities, including federal government agencies. The position also includes responsibilities for conducting department-wide training and serving in the absence of the Deputy Director of Budget. In this role, the manager will supervise staff, preparing performance planning and evaluation documents, and related personnel paperwork. They will coach, counsel, and train employees while establishing and monitoring work processes. The manager will implement management policies and initiatives, promoting teamwork within the department. They will develop, direct, and coordinate direct deposit and manual receipt operations, managing trust funds through the commercial banking system, and ensuring compliance with federal and state regulations. The manager will also oversee the agency's third-party credit card portal services, including program expansion and online reporting capabilities. The Accounting and Banking Manager will monitor and train State Veteran Home Contractor Operator cashiers according to agency procedures, ensuring the accuracy and integrity of cashier operations through unannounced cash counts and internal control reviews. They will plan, implement, and evaluate performance outcomes for the State Veteran Homes Enterprise reimbursement functions, conducting trend analyses for budgeting and strategic planning. The manager will establish revenue and expenditure targets for the State Veteran Home Enterprise and monitor the accuracy and timeliness of billing data used to process claims. They will also serve as the agency's subject matter expert for billing and Resident Personal Funds account management, ensuring compliance with applicable laws and standards. Other duties may be assigned as necessary.
