About the position

The Accounting/Fiscal Manager II position at the Revenue and Fiscal Affairs Office (RFA) is responsible for managing the Business Services section, overseeing budget and fiscal operations, and ensuring compliance with financial reporting standards. The role requires a strong understanding of state government finance management, accounting principles, and supervisory experience in a finance environment. The manager will report to the Division Director and Executive Director, making independent decisions regarding financial and administrative operations.

Responsibilities

  • Supervise the business and fiscal functions of the agency and serve as primary approver of all transactions.
  • Utilize SCEIS to manage and monitor agency accounts, funds, and financial reports in accordance with state and federal laws.
  • Manage the agency procurement process and asset management, ensuring compliance with procurement codes.
  • Monitor financial actions to ensure accuracy and compliance with state and federal requirements.
  • Oversee the invoicing process for Accounts Receivables to ensure it is current and accurate.
  • Assist the Division Director with managing and monitoring the agency's annual and multi-year payroll budgets.
  • Prepare annual budget submissions and generate corresponding SCEIS reports.
  • Facilitate the agency's shared services contract for business services with the Department of Administration.
  • Serve as agency liaison to SCEIS, State Treasurer, State Comptroller General, State Auditors, and MMO regarding finance principles and reporting requirements.
  • Prepare closing packages for the Comptroller General and guide the agency through the annual audit process.
  • Implement and maintain documentation of GASB 87 and 96 requirements.
  • Develop and recommend agency financial and business practices to enhance transparency and accountability.
  • Assist with reviewing/approving financial requests for S.C. Wireless 9-1-1 cost reimbursements and quarterly disbursements.
  • Perform fundamental supervisory functions in accordance with EEOC standards and provide training to staff.

Requirements

  • A bachelor's degree with multiple accounting courses and four (4) years of experience in accounting, public administration, or business management.
  • An associate's degree with multiple accounting courses and six (6) years of experience in accounting, public administration, or business management.
  • A high school diploma with multiple accounting courses and eight (8) years of work experience in accounting, public administration, or business management.
  • Experience supervising professional accounting, auditing, banking, or finance employees.
  • Extensive knowledge of finance management and business management principles, practices, and procedures.
  • Knowledge of state and federal laws, rules, and regulations pertaining to state agency finance and business management.
  • Knowledge of South Carolina Enterprise System (SCEIS) and government accounting principles.
  • Ability to organize and direct administrative support activities.
  • Ability to communicate effectively and maintain working relationships.

Nice-to-haves

  • Proficient in Microsoft Products (Access/SQL, Excel, Outlook, Word, and PowerPoint).
  • Ability to formulate and implement administrative policies and procedures.
