About the position

The Department of Administration's Office of Administrative Services is seeking an Accounting/Fiscal Manager II to join our team. This position operates under limited supervision and is responsible for providing special project support for over twenty shared services agencies. The role involves reviewing and maintaining master data, assisting with agency migrations during mergers and splits as mandated by the legislature, and managing the financial activity of the general ledger and reporting section of finance. The Accounting/Fiscal Manager II will also assist in the management of general ledger maintenance and the coordination of grants to ensure accurate balances, timely federal reporting, and routine draws. Additionally, the position requires assistance with Governmental Accounting Standards Board (GASB) related monthly reconciliations and year-end reporting, as well as the timely and accurate submission of financial reporting packages and the Schedule of Expenditures of Federal Awards. The role also includes providing reports and assisting with requests and special projects from Executive Management. Key responsibilities include providing financial special project support for shared services agencies, reviewing and maintaining master data, assisting with agency migrations, evaluating data, and making recommendations for improvements. The manager will also assist with research and gather financial data for legislative inquiries, coordinate the annual Single Audit of Federal Expenditures for agencies, and ensure the accurate completion and timely submission of the Schedule of Expenditures of Federal Awards (SEFA). The position serves as a contact with internal and external auditors and assists with the management of the grants section of Admin Finance, reviewing grant requests and coordinating documentation for submission to the Executive Budget Office Grants Services Administrator for new grants or award changes. Furthermore, the manager will assist with the management of GASB 87 (Leases) and GASB 96 (Subscription Based Information Technology Arrangements -SBITA) for agencies, manage required reconciliations and analysis of general ledger accounts, and develop and maintain financial reports while performing analytical reviews to identify possible posting errors or trends.

Responsibilities

  • Provide financial special project support for the shared services agencies.
  • Review and maintain master data, assist with agency migrations in mergers, splits as mandated by the legislature.
  • Evaluate data and make recommendations for improvements.
  • Assist with research and gather financial data for legislative inquiries.
  • Coordinate and manage the accurate completion of all fiscal year-end reporting packages for the Office of the Comptroller General's preparation of the Annual Comprehensive Financial Reports (ACFR).
  • Coordinate the annual Single Audit of Federal Expenditures for agencies.
  • Ensure accurate completion and timely submission of the Schedule of Expenditures of Federal Awards (SEFA).
  • Serve as a contact with internal and external auditors.
  • Assist with the management of the grants section of Admin Finance.
  • Review grant requests and coordinate documentation for submission to Executive Budget Office Grants Services Administrator for new grants or award changes.

Requirements

  • A bachelor's degree in accounting, business administration, or finance.
  • Five (5) years of government finance experience in professional level accounting, auditing, or financial management.
  • Extensive knowledge of the State's fiscal policies and procedures.
  • Knowledge of the principles, practices, and theories of accounting, auditing, budgeting, or financial management.
  • Computer literacy and the ability to interpret and analyze complex financial management programs.
  • Ability to convey financial or budgeting information verbally and in writing.
  • Ability to set priorities, plan and organize tasks under limited time frames.
  • Ability to collect and communicate information in a clear, concise manner.
  • Ability to establish and maintain effective working relationships with staff members and other office staff.
