About the position

The Wyoming Department of Workforce Services is seeking a qualified and motivated individual to serve as an Accounting Manager within our Workforce Standards Fiscal Division. This position will provide leadership and coordination in the administration, business planning, accounting, and budgeting efforts of the unit. The role is critical as it involves managing a complex funding structure and requires the ability to project the long-term financial picture of the unit. Accurate reporting and projections are essential for the success of the program, which manages over $72 million on a biennial basis. As the Accounting Manager, you will be responsible for the day-to-day functionality of the Standards fiscal unit, which includes supervising fiscal staff, managing internal controls, and establishing procedures and methods of operation. You will ensure data integrity and enforce state rules and policies related to personnel, budgeting, procurement, public record laws, and all aspects of accounting. Collaboration with program staff is key, as you will provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations. Additionally, you will assist the Chief Financial Officer with biennium budget preparation and compile financial data for Executives, Administrators, Program Managers, and other parties as needed. This role requires a strong understanding of finance, accounting, budgeting, and cost control principles, as well as the ability to analyze financial data and prepare comprehensive financial reports, statements, and projections.

Responsibilities

  • Perform high-level fiscal analysis and accurately project the short and long-term financial position for the division totaling over $72 million on a biennial basis.
  • Oversee the day-to-day functionality of the Standards fiscal unit, including supervision of fiscal staff and management of internal controls.
  • Establish procedures and methods of operation for the fiscal unit.
  • Ensure data integrity and enforce state rules and policies including personnel, budgeting, procurement, public record laws, and all aspects of accounting.
  • Collaborate with program staff to provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations.
  • Assist the Chief Financial Officer with biennium budget preparation and compile financial data for Executives, Administrators, Program Managers, and other parties as needed.

Requirements

  • Bachelor's Degree in Finance or a related field.
  • 2-4 years of progressive work experience in Finance with knowledge at the level of a Principal Accountant, or 5-7 years of progressive work experience in Finance with equivalent knowledge.
  • Experience in strategic planning and execution.
  • Knowledge of contracting, negotiating, and change management.
  • Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles.
  • Knowledge of automated financial and accounting reporting systems.
  • Knowledge of federal and state financial regulations.
  • Ability to analyze financial data and prepare financial reports, statements, and projections.
  • Ability to motivate teams to produce quality materials within tight timeframes and manage several projects simultaneously.
  • Ability to participate in and facilitate group meetings.
