About the position

The Accounting Manager - Accounts Payable & Billing Operations at the Committee for Public Counsel Services (CPCS) is responsible for overseeing the agency's accounts payable process, ensuring compliance with financial regulations, and managing the billing operations for legal services. This role involves leadership in modernizing billing systems and supervising accounts payable staff, while supporting the Chief Financial Officer and Finance Director in various financial functions within the agency.

Responsibilities

  • Manage the agency's accounts payable process for all bills including agency services, private legal services, and court-related services for over 3,000 attorneys and over 2,000 expert vendors.
  • Ensure timely operational payments for goods and services.
  • Supervise Accounts Payable Supervisor and staff, ensuring annual performance evaluations are completed.
  • Develop and implement agency accounts payable policies and procedures and billing regulations.
  • Work with the Accounting Unit to ensure proper commitment of funds for payments by fiscal year.
  • Oversee documentation of existing processes and determine specifications for future financial and billing systems.
  • Develop standard and custom queries/reports for billing systems and create routine analysis and reporting responsibilities.
  • Communicate with vendors on billing issues and provide technical assistance to ensure compliance with agency rules.
  • Support ongoing department initiatives including moving to paperless operations and cross-training staff.
  • Resolve issues concerning the unit during the fiscal year, including the opening and closing of the state accounting system.
  • Prepare and disseminate information regarding payment statuses and maintain related files.
  • Partner with leaders throughout the agency including the head of the Private Counsel Division and General Counsel.

Requirements

  • Bachelor's degree in Business Administration, Accounting, Finance or similar field or equivalent combination of education and experience.
  • Five years of experience in accounting and/or accounts payable and three years of experience managing/supervising.
  • Proficiency with the state accounting system (MMARS) and similar accounting systems.
  • Advanced knowledge of Microsoft Office 2010, especially Excel, Access, and Outlook.
  • Three to five years of supervising, mentoring, or training experience.
  • Ability to adapt quickly to learn and provide training on various agency billing systems.
  • Experience with custom/organization-built billing/platform systems.

Nice-to-haves

  • Experience with legal billing systems preferred.
  • Experience with implementation of new billing/platform systems.
  • Ability to proactively identify solutions for process improvements through technology.
