About the position

The Accounting Manager is responsible for overseeing the coordination of professional accounting services within the City of El Paso. This role involves managing financial services staff, ensuring accurate accounting for revenues, expenses, and assets, and conducting comprehensive financial reporting. The position requires strong leadership skills to supervise employees, implement fiscal administration activities, and advise city officials on financial matters.

Responsibilities

• Plan, organize, implement, direct, and review functions performed by financial services staff.
• Oversee fiscal administration and internal control activities such as receipt and deposit of collections, inventory management, and financial reporting.
• Conduct annual external audits and prepare the Comprehensive Annual Financial Report.
• Troubleshoot non-routine transactions and analyze daily financial transactions to ensure accuracy in the general ledger.
• Advise management on fiscal, regulatory, and accounting constraints and treatment options.
• Establish area goals and assess progress, recommending action plans to improve service delivery and compliance.
• Represent the organization in meetings and conferences, advising city officials on financial issues.
• Supervise assigned employees, including scheduling, performance appraisal, and staff training.

Requirements

• Bachelor's degree or higher in accounting, business or public administration, finance, or a related field with 18 upper division semester credit hours in accounting.
• Six (6) years of accounting or financial management experience, including two (2) years of supervisory experience.
