About the position

The Accounting Manager is responsible for managing, directing, and coordinating the activities of the general accounting operations within the City of Fontana's Management Services Department. This role involves overseeing the Accounting Division, which includes managing the General Ledger, Accounts Payable, and Special District Accounting. The Accounting Manager plays a crucial role in the development and implementation of financial policies and procedures, ensuring compliance with Generally Accepted Accounting Principles (GAAP). This position requires a high level of expertise in accounting practices and the ability to provide complex staff assistance to the Director of Management Services. In a typical day, the Accounting Manager will assist in setting goals and objectives for the division, manage the daily operations of the accounting functions, and review and analyze reports prepared by accountants. The role also involves preparing the Comprehensive Annual Financial Report (CAFR) and coordinating various financial reports required by state and local agencies. The Accounting Manager will direct the development of the division's work plan, assign tasks, monitor workflow, and evaluate work products. Additionally, the Accounting Manager is responsible for developing the division's budget, forecasting staffing and resource needs, and coordinating automated accounting systems. This position requires strong analytical skills to oversee financial documents, conduct audits, and ensure accurate financial reporting. The Accounting Manager will also supervise, train, and evaluate accounting personnel, fostering a collaborative work environment and maintaining effective communication with other departments.

Responsibilities

  • Manage, direct, and organize the functions and activities of the City's general accounting operations.
  • Review, analyze, and reconcile reports prepared by accountants.
  • Prepare the Comprehensive Annual Financial Report (CAFR) utilizing the Government Finance Officers Association awards standards.
  • Coordinate, review, and approve various financial reports including the California Debt and Investment Advisory Commission Report and State Controller's Report.
  • Direct, oversee, and participate in the development of the Accounting Division's work plan; assign work activities and monitor workflow.
  • Develop the Accounting Division budget and assist in budget implementation.
  • Coordinate automated accounting systems within the Accounting Division and recommend system enhancements.
  • Oversee the preparation, examination, and verification of financial documents and reports.
  • Supervise the preparation of general purpose and technical financial statements for the City.
  • Analyze and reconcile accounts within the general ledger and review general ledger entries prepared by staff.
  • Supervise and review the preparation of technical and complex journal entries.
  • Direct and review the accounting for community facilities districts and monitor development and assessment fees.
  • Analyze fiscal and accounting problems, identify alternative solutions, and implement recommendations.
  • Prepare and analyze technical and complex financial reports, statements, and correspondence.
  • Interpret and apply applicable Federal, State, and local policies, procedures, laws, and regulations.
  • Supervise, train, and evaluate personnel.

Requirements

  • A minimum of five (5) years of increasingly responsible experience in professional governmental accounting, including three years of local California agency experience and some supervisory responsibility.
  • A Bachelor's Degree from an accredited college or university with major coursework in accounting or a closely related field. MBA/MPA or CPA is preferred.
  • Knowledge of generally accepted accounting principles and procedures and their application to complex accounting transactions.
  • Experience with technical accounting report preparation and presentation.
  • Familiarity with municipal accounting and administration, including recent developments and literature.
  • Principles and practices of supervision, training, and personnel management.

Nice-to-haves

  • Minimum of one (1) year of reviewing Annual Comprehensive Financial Report experience and leading audits.
  • Experience processing and implementing GASB standards.
  • At least one (1) year of payroll experience.
