About the position

The Town of Castle Rock is seeking an Accounting Manager to lead the accounting and account reporting functions within the Finance Department. This role involves supervising staff, overseeing financial audits, and ensuring compliance with accounting standards and regulations. The Accounting Manager will play a crucial role in maintaining the financial integrity of the Town while fostering a culture of teamwork and effective communication.

Responsibilities

  • Supervises and mentors professional and technical staff, including assigning, training, and reviewing work.
  • Provides leadership to the Accounting Division, promoting clear communication and Town values.
  • Oversees monthly and quarterly account reconciliations and financial schedules.
  • Analyzes and reports complex internal and external financial information.
  • Responsible for the oversight of the annual audit and completion of the Annual Comprehensive Financial Report (ACFR).
  • Stays current with accounting and financial reporting requirements as prescribed by GASB.
  • Develops and implements division policies and controls to improve operational efficiency.
  • Ensures compliance with federal, state, and local laws and regulations for Town finance activities.
  • Reviews various reports for completeness, accuracy, and adherence to goals and objectives.
  • Serves as a resource to accounting staff on complex accounting issues.
  • Collaborates with other departments on finance-related projects and reports.
  • Manages records for all accounting records in accordance with Town requirements.
  • Manages compliance with continuing disclosure requirements and arbitrage regulations.
  • Manages special projects of major financial concern or investment to the Town.
  • Coordinates with the Assistant Director on advising Town Manager and Town Council on financial matters.
  • Manages and oversees banking relationships.
  • Provides direction for the Town's fiscal activities, including payroll and financial reporting.
  • Assists with the issuance of debt and responds to complex citizen inquiries.
  • Develops and monitors accounting structure for the Town's financial software.
  • May assist with budget preparation and monitoring.

Requirements

  • Bachelor's Degree in Accounting, Finance, or closely related field from an accredited college or university.
  • At least five (5) years of progressively responsible experience in accounting, including at least three (3) years of supervisory experience.
