About the position

The Accounting Manager is responsible for all areas relating to financial reporting and the safeguarding of City assets within the scope of generally accepted accounting principles and auditing standards. This position will be responsible for developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial statements. The Accounting Manager supervises a staff of full-time employees and is responsible for managing the team to ensure that work is properly allocated and completed in a timely and accurate manner. This position addresses tight deadlines and a multitude of accounting and operational activities including accounts payable, accounts receivable, payroll, bank reconciliation, general ledger maintenance and preparation, financial reporting, and year-end audit preparation. Responsible for recording and reconciling certain accounting records and the preparation of ad-hoc financial reporting and other finance related reports assigned, The Accounting Manager will interact with all levels of Senior Management and perform duties as assigned.

Responsibilities

  • Coordinates and reviews work of professional support staff in the areas of accounts payable, accounts receivable, bank reconciliation, payroll and general ledger.
  • Performs personnel related duties including hiring, training, coaching, performance evaluations, and discipline.
  • Assists in City audits by coordinating the preparation of Prepared by Client schedules (PBC's) and financial statements and by responding to inquiries made by the auditors.
  • Responsible for determining the necessary adjustments needed to present the financial information on the appropriate basis of accounting.
  • Responsible for providing financial reports for various federal, state, and local entities.
  • Reviews new programs and designs and maintains computer systems for the financial management of the programs.
  • Establishes procedures for maintaining financial accounting systems.
  • Verifies subsystem integrity by reviewing subsystem interface with the General Ledger.
  • Develops policies and procedures for control and reporting.
  • Reviews accounts to determine availability of funds; maintains controls on accounts payable and miscellaneous accounts receivables.
  • Resolves finance related problems and assists in special audits.
  • Ensures compliance with federal, state and local regulations.
  • Responsible for oversight of the review and reconciliation of monthly financial reports.
  • Reviews general ledger to ensure compliance with internal control policies, procedures and generally accepted accounting principles and authorizes correcting journal entries.
  • Oversees preparation of various interim financial reports to City Council or City Boards.
  • Assists other departments with various accounting problems and requests for schedules and reports.
  • Performs all other duties as assigned.

Requirements

  • Bachelor's Degree from an accredited college or institution in Finance, or Accounting.
  • Three years professional level experience in Finance or an Accounting related field.
  • Demonstrated supervisory experience.

Nice-to-haves

  • Municipal government Accounting experience.
  • Certified Public Accountant.
  • Certified Government Finance Officer Certification.
  • Knowledge of fixed assets and inventory systems, accounts payable processes, accounts receivable processes, general ledger, payroll processes, construction-in-progress accounting, bank reconciliation, report preparation techniques, and procedures for maintaining financial.
