About the position

The Accounting Manager at Pennsylvania's State System of Higher Education is a critical role within the finance division, responsible for overseeing the accounting functions of the System Office. This position requires a highly organized and detail-oriented individual who can work independently and collaboratively in a fast-paced remote environment. The Accounting Manager will supervise the Financial Accountant and manage various accounting activities, ensuring compliance with GAAP and GASB standards while providing support for financial reporting and audits.

Responsibilities

  • Prepare the System Office annual financial report for audit by the State System's independent auditor.
  • Manage the System Office's general ledger and prepare accounting journal entries, including fiscal year-end closing entries.
  • Perform monthly reconciliation of System Office bank accounts and prepare daily electronic bank reconciliations.
  • Review and finalize quarterly billing to PASSHE universities for invoices paid by the System Office.
  • Establish and administer policies related to accounts receivable activity, including health benefits premiums.
  • Perform cost allocations and projections for the Keystone Library Network program.
  • Ensure fixed assets are properly capitalized, recorded, reconciled, and depreciated in SAP.
  • Manage the travel program for the System Office and oversee travel card policies and procedures.
  • Assist in the implementation of new accounting, SAP, and Business Intelligence modules and provide training to employees.
  • Review ACH transfers for accuracy and appropriateness and release transactions using the banking platform.
  • Perform accounting duties in support of Human Resources benefits area, including flexible spending account activity.
  • Manage grant accounting for the System Office and prepare necessary journal entries and financial reports for grants.
  • Open, close, and maintain System Office funds and cost centers in SAP.
  • Oversee the purchasing card program for the System Office and ensure compliance with policies.
  • Prepare the Integrated Postsecondary Education Data System Finance Survey to report System Office activities.
  • Manage the Financial Shared Services SharePoint site and recommend improvements for efficiency.
  • Analyze financial data and prepare management reports using various software packages.
  • Prepare other reports and special projects as required.

Requirements

  • Bachelor's degree in accounting.
  • Minimum of five years' relevant experience in accounting.
  • Excellent interpersonal skills and oral and written communication skills.
  • Ability to work and meet strict deadlines in a fast-paced, remote-work environment.
  • Strong analytical, critical-thinking, and problem-solving skills.
  • Excellent organizational, time-management, and leadership skills.
  • Ability to develop, implement, and modify accounting systems and procedures.
  • Proficiency in Microsoft Excel and other Microsoft Office applications.
