About the position

The Accounting Manager position at North Texas Municipal Water District (NTMWD) is a pivotal role responsible for overseeing the daily operations of the Accounting department. This includes managing Payroll, Accounts Payable, Construction In Progress (CIP), and Capital Assets. Under the direction of the Controller, the Accounting Manager supervises, assigns, reviews, and participates in the work of staff engaged in professional accounting tasks. The role ensures that work quality adheres to established policies and procedures while performing more technical and complex tasks related to the assigned areas of responsibility. In this role, the Accounting Manager will perform professional accounting functions in compliance with generally accepted accounting principles (GAAP). They will manage the accuracy and productivity of daily activities related to accounts payable, CIP, Fixed Assets, Payroll, and other general accounting functions, including recording transactions to the general ledger and reconciling various asset and liability accounts. The position also requires ensuring that appropriate internal controls are in place and that the District complies with established policies, procedures, and related regulations. The Accounting Manager will plan, prioritize, assign, supervise, review, and participate in the work of direct reports. They will meet with staff to identify and resolve problems, ensuring that work is performed accurately and that timelines are met. Additionally, the role involves participating in the development, analysis, and implementation of goals, objectives, policies, and procedures for the assigned area of responsibility, making recommendations for changes and improvements to existing standards and procedures. The position also includes responsibilities such as analyzing and testing new and existing financial systems to increase efficiency, recommending system configuration changes, and ensuring compliance with regulations, laws, and standard accounting principles. The Accounting Manager will maintain current knowledge of GASB Statements, update accounting-specific policies and procedures, and assist in the completion of the Annual Comprehensive Financial Report. They will also be responsible for the administration of the accounting software and the payroll module of the HRIS software, preparing and reviewing various monthly and year-end schedules, and keeping the Controller informed of issues and activities related to accounting systems.

Responsibilities

  • Perform professional accounting functions in compliance with generally accepted accounting principles (GAAP).
  • Manage the accuracy and productivity of day-to-day activities of accounts payable, CIP and Fixed Assets, Payroll and other general accounting.
  • Ensure appropriate internal controls are in place and District compliance with established policies, procedures, and related regulations.

  • Participate in analysis and testing of new and existing financial systems to increase efficiency.
  • Implement changes in accounting rules and regulations.
  • Maintain current knowledge of GASB Statements.
  • Assist in the completion of the Annual Comprehensive Financial Report.
  • Research changes in accounting rules and regulations and make recommendations regarding implementation.
  • Manage the administration of the payroll module of the HRIS software in coordination with the Senior Financial Systems Analyst.
  • Prepare/review various monthly and year-end schedules.
  • Keep the Controller informed of issues and activities related to accounting systems.
  • Research and implement procedures to ensure compliance with new IRS regulations.

Requirements

  • Bachelor's degree in accounting.
  • Minimum of six years of progressive accounting experience, with three years in a supervisory role.
  • Working knowledge of governmental accounting, financial statement preparation, and audit procedures.
  • Experience with application of accounting standards including GAAP and GASB pronouncements.
  • Extensive experience and judgment to plan and accomplish goals.
  • CPA or CGFO designation preferred.
  • Valid Texas Driver's License.
