About the position

The Accounting Manager position is a vital role within the Finance Department of the City of Manteca, responsible for overseeing and directing all professional accounting functions. Under the guidance of the Deputy Finance Director or their designee, the Accounting Manager will plan, organize, and supervise a range of municipal accounting operations, including utility billing, accounts payable and receivable, grant accounting, and the preparation of financial statements. This position requires a comprehensive understanding of generally accepted accounting principles and practices, as well as the ability to coordinate activities with other divisions and departments to ensure efficient operations. The Accounting Manager will exercise direct supervision over assigned supervisory, professional, technical, and administrative support personnel. This includes planning and prioritizing work activities, assigning projects, monitoring workflow, and evaluating work products. The role also involves recommending personnel appointments, providing training, conducting performance evaluations, and maintaining high standards of discipline and professionalism within the department. In addition to managing the day-to-day accounting operations, the Accounting Manager will serve as the primary point of contact for external auditors, providing detailed information and responding to audit inquiries. The position requires the development and implementation of divisional goals, objectives, policies, and procedures, as well as collaboration with other city departments to address accounting-related issues and ensure compliance with governmental policies and regulations. The Accounting Manager will also be responsible for overseeing the preparation of the Annual Comprehensive Financial Report, various State Financial Transaction Reports, and the Schedule of Expenditures of Federal Awards. This role demands a proactive approach to identifying and implementing improvements in accounting methods and systems, ensuring adherence to sound accounting practices and city policies. The Accounting Manager will also engage with the public, addressing inquiries and resolving complaints as necessary, while managing the city's banking relationships and services.

Responsibilities

  • Plan, prioritize, and participate in a full range of municipal accounting operations including utility billing, accounts payable and receivable, grant accounting and financial statement preparation.
  • Direct, oversee and participate in the development of the Finance staff; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
  • Recommend the appointment of personnel; provide or coordinate staff training, conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
  • Review the preparation and maintenance of journals, ledgers and supporting financial records; reconcile the City's general ledger to subsidiary accounts.
  • Serve as the main point of contact for the outside independent auditor; provide detail information to and respond to audit questions, including analytical review and internal control review.
  • Develop and implement divisional goals, objectives, policies and procedures.
  • Confer with other City departments regarding accounting related issues; implement internal controls to ensure governmental policy and regulations are met.
  • Research and prepare technical and administrative reports; prepare written correspondence.
  • Oversee the preparation of the Annual Comprehensive Financial Report, various State Financial Transaction Reports and Schedule of Expenditures of Federal Awards.
  • Develop, train and implement accounting, finance and data processing systems and procedures.
  • Supervise the preparation of grants, accounting reports and related work.
  • Review, develop and modify accounting methods to improve existing procedures; identify and implement new opportunities for automated accounting systems; ensure conformity to sound accounting practices and City policies and procedures.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Manage the City's banking relationship and services.
  • Serve as liaison to City departments regarding complex financial, accounting, and grant related issues.

Requirements

  • Bachelor's degree from an accredited college or university with major course work in accounting, business administration, economics, finance or a related field.
  • Four years of increasingly responsible experience in professional accounting; including two years of direct supervision over assigned personnel.
  • Experience in municipal accounting is desirable.
  • Possession of a valid California Class C drivers' license.
  • Certificate of Automobile Insurance for Personal Liability.
