The Accounting Manager position is a vital role within the Finance Department of the City of Manteca, responsible for overseeing and directing all professional accounting functions. Under the guidance of the Deputy Finance Director or their designee, the Accounting Manager will plan, organize, and supervise a range of municipal accounting operations, including utility billing, accounts payable and receivable, grant accounting, and the preparation of financial statements. This position requires a comprehensive understanding of generally accepted accounting principles and practices, as well as the ability to coordinate activities with other divisions and departments to ensure efficient operations. The Accounting Manager will exercise direct supervision over assigned supervisory, professional, technical, and administrative support personnel. This includes planning and prioritizing work activities, assigning projects, monitoring workflow, and evaluating work products. The role also involves recommending personnel appointments, providing training, conducting performance evaluations, and maintaining high standards of discipline and professionalism within the department. In addition to managing the day-to-day accounting operations, the Accounting Manager will serve as the primary point of contact for external auditors, providing detailed information and responding to audit inquiries. The Accounting Manager will also be responsible for overseeing the preparation of the Annual Comprehensive Financial Report, various State Financial Transaction Reports, and the Schedule of Expenditures of Federal Awards.
