About the position

The Housing Opportunities Commission of Montgomery County (HOC) is seeking an experienced Accounting Manager to join its Finance division. Established in 1974, HOC is dedicated to addressing the need for affordable housing in the county. The Accounting Manager will play a crucial role in managing the day-to-day financial operations of the organization, ensuring compliance with internal and external reporting requirements, and overseeing the audit processes. This senior-level position requires a strong understanding of accounting principles and practices, as well as the ability to lead a team effectively. In this role, the Accounting Manager will be responsible for planning, directing, and monitoring the financial activities of the assigned Opportunity Housing Properties and Discreet Component Units Portfolio. The incumbent will develop and maintain written procedures for financial operations, manage the full cycle of monthly accounting and financial reporting, and oversee the preparation of financial statements required by various funding sources and regulatory agencies. Additionally, the Accounting Manager will analyze financial records to forecast future financial positions and collaborate with the budget department to prepare annual budgets and conduct quarterly budget variance analyses. The successful candidate will also coordinate with auditors and other officials, ensuring that audit and tax services are conducted accurately and timely. This position involves direct and indirect supervision of staff, including handling personnel actions and performance appraisals. The Accounting Manager will also be involved in inter-divisional projects and perform other related duties as required, making this a dynamic and impactful role within the organization.

Responsibilities

  • Plan, direct, and monitor the assigned Opportunity Housing Properties and Discreet Component Units Portfolio
  • Plan, organize and direct the maintenance of books and records according to standard accounting procedures for all financial activities
  • Develop and maintain written procedures
  • Manage the full cycle of monthly accounting and financial reporting for the assigned entities
  • Oversee the general ledger, account reconciliation including journal entries and month-end and quarter-end closing
  • Plan, organize and direct preparation of financial statements required by various funding sources and regulatory agencies
  • Analyze financial records to forecast future financial position and budget projections
  • Work closely with the budget department to prepare the Calendar year and Fiscal year budget and quarterly budget variance analysis
  • Responsible for coordination of liaisons with all auditors, Federal, State, and Local officials, and trustees
  • Manage the audit and tax services for the assigned entities and ensure they are done accurately and timely
  • Responsible for the direct and indirect supervision of the staff to include handling all personnel actions, requirements and performance appraisals
  • Coordination with the inter-divisional projects
  • Perform other related duties as required

Requirements

  • Bachelor's degree in Accounting, Finance, or a related field
  • Minimum of 5 years of experience in accounting or financial management
  • Strong knowledge of accounting principles and practices
  • Experience with financial reporting and compliance
  • Proficiency in accounting software and Microsoft Office Suite
  • Excellent analytical and problem-solving skills
  • Strong leadership and team management abilities
  • Effective communication and interpersonal skills
