About the position

The Accounting Services Analyst B is a critical role within the Florida Department of Health, responsible for supporting the fiscal operations of the Bradford and Union County Health Departments and New River Community Health Center. This position ensures compliance with DOH policies and requires strong organizational skills, customer service abilities, and adherence to deadlines. The analyst will handle various accounting functions, including accounts receivable, accounts payable, purchasing, and budget planning, while also preparing fiscal reports and participating in disaster training and response operations.

Responsibilities

  • Support the fiscal operation of Bradford and Union County Health Departments and New River Community Health Center.
  • Reconcile deposits and prepare accounts receivable code stripping.
  • Create requisitions, ensuring proper coding and budget authority for all purchasing requests.
  • Act as Purchasing/Receiving Agent, obtaining requests/quotes for procurement and service agreements per DOH guidelines.
  • Handle accounts payable, including preparation of refunds for health departments.
  • Assist with budget planning, monitor and adjust encumbrances, and process TR58s.
  • Serve as Certified Contract Manager for FDOH Bradford and Union Counties.
  • Act as Deposit Custodian for health departments.
  • Prepare a variety of fiscal reports in FDOH and State of Florida web portals.
  • Participate in planning meetings and attend staff training/meetings.
  • Complete EARS within established timeframes.
  • Participate as a team leader in disaster training and response operations.

Requirements

  • Minimum of 2 years experience working in a fiscal position.
  • Minimum of 1 year experience purchasing or procuring goods and services.
  • Minimum of 1 year working knowledge of accounting or financial management systems.
  • Minimum of 1 year cash handling experience.
  • Minimum of 1 year accounts payable experience.
  • Minimum of 1 year accounts receivable experience.

Nice-to-haves

  • Skills with data collection and analysis.
  • Skills obtaining quotes/soliciting bids from vendors.
