About the position

The Accounting Specialist/Payroll position at the Marin Housing Authority is a full-time role responsible for managing payroll, human resources, accounts payable, accounts receivable, and collections processes. This position requires a detail-oriented professional who can maintain accurate financial records and ensure compliance with various regulations. The role involves working closely with the CFO and other team members to support the financial functions of the agency, which aims to assist low- and moderate-income individuals in securing affordable housing.

Responsibilities

  • Receives, reviews, verifies and processes time recording documents to prepare biweekly payroll for all Housing Authority employees.
  • Maintains records of employee payroll deductions, retirement, insurance choices, garnishments, and bargaining unit dues.
  • Submits payroll data to the contracted payroll service and verifies checks and data produced by the service.
  • Reviews, corrects and approves all payroll transaction documents before posting.
  • Answers questions from employees and supervisors regarding payroll, benefits, and leave balances.
  • Maintains records related to employee benefit plans and acts as liaison with benefit providers.
  • Reviews purchase orders and invoices for payment to vendors to ensure proper documentation and authorization.
  • Inputs invoice and payment information on the computer and produces checks.
  • Prepares accounts receivable month-end close and reconciles aged delinquency reports.
  • Analyzes aged accounts receivable records and performs aging of those records.
  • Generates communications on outstanding collection accounts and performs collections procedures.
  • Assists other accounting specialists in their duties and provides backup coverage as needed.
  • Prepares various account reconciliations, adjusting journal entries, and ad-hoc reporting.
  • Performs other related work as assigned.

Requirements

  • Equivalent to graduation from an accredited college or university in Accounting or Finance.
  • Two years of experience in payroll, accounts payable, accounts receivable, and collections processing.
  • Experience in a public agency setting is desirable.

Nice-to-haves

  • Experience supporting executive managers.
  • Knowledge of Microsoft Office Products and desktop publishing.
  • General knowledge of the mission of a housing authority and the population it serves.
