About the position

The Accounting Specialist/Payroll position at the Marin Housing Authority is a part-time role focused on managing payroll, accounts payable, accounts receivable, and collections processes. This position requires a detail-oriented professional who can maintain accurate financial records and ensure compliance with various regulations. The role involves working closely with the CFO and other team members to support the financial operations of the agency, which serves low- and moderate-income individuals in securing affordable housing.

Responsibilities

  • Receive, review, verify and process time recording documents to prepare biweekly payroll for all Housing Authority employees.
  • Maintain records of employee payroll deductions, retirement, insurance choices, and other payroll-related factors.
  • Submit payroll data to the contracted payroll service and verify checks and data produced by the service.
  • Review, correct, and approve all payroll transaction documents before posting.
  • Answer questions from employees and supervisors regarding payroll, benefits, and deductions.
  • Maintain records related to employee benefit plans and act as a liaison with benefit providers.
  • Review purchase orders and invoices for payment to vendors to ensure proper documentation and authorization.
  • Input invoice and payment information on the computer and produce checks.
  • Prepare accounts receivable month-end close and reconcile aged delinquency reports.
  • Generate communications on outstanding collection accounts and perform collections procedures.
  • Assist other accounting specialists in their duties and provide backup coverage as needed.
  • Prepare various account reconciliations and adjusting journal entries.

Requirements

  • Equivalent to graduation from an accredited college or university in Accounting or Finance.
  • Two years of experience in payroll, accounts payable, accounts receivable, and collections processing.
  • Experience in a public agency setting is desirable.

Nice-to-haves

  • Experience with Paychex or similar payroll software.
  • Knowledge of Workers' compensation law.
  • Master's degree in Accounting or Finance.
