About the position

The Accounting Technician II - Payroll position at Clayton County Public Schools is designed to provide essential accounting and payroll support to various schools within the district. This role is crucial for ensuring the efficient and effective functioning of all operational areas of the Payroll Department. The technician will act as a liaison between internal and external contacts, facilitating communication and ensuring that payroll processes are executed smoothly and accurately. The position requires a high level of confidentiality and professionalism, as the technician will be handling sensitive information related to employee payroll and financial transactions. In this role, the technician will be responsible for maintaining accurate records of financial and payroll transactions for each assigned school or location. This includes training school bookkeepers and payroll clerks on payroll procedures, preparing and conducting informational training sessions for CCPS employees, and calculating employee salaries based on various factors such as salary scales and experience. The technician will also process Teacher Retirement forms upon employee terminations and retirements, manage changes based on Personnel Action Forms, and ensure that all payroll processing deadlines are met without exception. Additionally, the technician will handle various deductions, correspond with legal entities regarding sensitive matters such as bankruptcies and garnishments, and assist payroll technicians during their absence. The role requires strong organizational skills to maintain files and records efficiently, as well as the ability to make administrative decisions that affect the department's operations. Overall, this position plays a vital role in supporting the payroll functions of the district and ensuring compliance with all relevant regulations and policies.

Responsibilities

  • Completes and maintains accurate records of financial and payroll transactions for each assigned school/location for each employee.
  • Trains school bookkeepers/payroll clerks on payroll procedures.
  • Communicates with administrators, school personnel, and legal consultants confidentially.
  • Prepares and conducts informational training for CCPS employees on payroll procedures and practices.
  • Calculates employee's salaries from salary scales, classifications, certificates, and experience.
  • Processes Teacher Retirement forms upon terminations & retirement of employees.
  • Processes changes for each school and department based on Personnel Action Forms; balances monthly worksheets to edits.
  • Meets deadlines for payroll processing (no exceptions).
  • Posts and balances annuities, credit union, and other deductions for payment by monthly deadline.
  • Corresponds confidentially with legal entities regarding bankruptcies, garnishments, student loans, child support, and tax levies.
  • Cross trains in managerial duties and assists Payroll technicians during their absence.
  • Types letters, memos, reports, etc.
  • Organizes and maintains files and records efficiently.
  • Performs all other duties as assigned and required.

Requirements

  • High School diploma or GED certificate required.
  • Associate's degree preferred.
  • Minimum of 3 years experience in General payroll, accounting, and/or bookkeeping training required.
  • Experience in a K-12 public school environment preferred.
  • Strong verbal, written, and interpersonal skills required.
  • Ability to make administrative decisions affecting internal operations of the department.
