About the position

The Accounts Receivable Supervisor at the Virginia Department of Transportation (VDOT) is responsible for overseeing the accurate and timely collection of all accounts receivable. This role involves ensuring compliance with generally accepted accounting principles (GAAP) and state policies, supervising staff, and maintaining effective communication with various stakeholders. The position is crucial for managing the agency's financial operations and ensuring that all receivables are properly accounted for and collected.

Responsibilities

  • Supervise staff in proper accounting of Accounts Receivable activities.
  • Ensure staff invoice for the proper amount and use the correct coding.
  • Review aging of accounts receivable reports and follow up with customers and issue demand letters.
  • Provide guidance and support to staff when issues or concerns arise.
  • Work with third party collection agencies to maximize collections.
  • Hold meetings, provide input, submit solutions to problems, seek advice, and build relationships.
  • Ensure AR balances are reflected correctly in the financial system.
  • Complete periodic reconciliations and ensure timely submission of reclassification journals.
  • Serve as liaison to district and division offices for policies and procedures.
  • Develop, implement and assist in maintaining Cardinal, VDOT's General Ledger.
  • Plan, implement and coordinate special projects as needed.
  • Provide updates and training in administrative policies and procedures.
  • Interpret laws, policies, and regulations for administrative areas and develop procedures.
  • Provide technical assistance and training to staff.
  • Respond courteously and timely to all management and audit requests for information.
  • Review and update Agency Risk Management and Internal Control Standards documentation timely and accurately.
  • Ensure proper file documentation and record retention standards are consistently implemented across the team.
  • Complete quarterly AR report and assist with research activities regarding outstanding AR.

Requirements

  • Ability to manage multiple priorities and meet due dates.
  • Ability to communicate effectively orally and in writing and provide good customer service to customers.
  • Proficient prior experience in training, supervising, and setting the direction of accounting staff towards the accomplishment of goals and objectives.
  • Considerable skill in the use of computers and software applications to include Microsoft Office.
  • Knowledge of internal controls, risk assessments, determining gaps, and minimizing risk in financial operations.
  • Considerable knowledge of Generally Accepted Accounting Principles and governmental accounting principles and practices.
  • Knowledge of accounts receivable management, billing procedures, delinquent collections techniques, and receivables reporting.
  • Knowledge of VDOT's financial accounting system or other ERP based financial system.

Nice-to-haves

  • CPA certification or CGFM certification desired.
  • Experience working within state and federal policies and procedures desired.
  • A combination of training, experience or education in Accounting, Finance, Business Administration or related field desired.
