About the position

Elite Technical is seeking a motivated Acquisition and Business Operations Subject Matter Expert (SME) to join a large-scale team dedicated to supporting and delivering project management and acquisition support for the Department of the Air Force (DAF). The Acquisition and Business Operations SME will provide focused expertise to institute, refine, mature, and correct business operations practices. This role is critical in ensuring that all assignments associated with Government-funded programs or projects are completed effectively, efficiently, on time, and within budget. The position requires a deep understanding of systems, technologies, policy, and governance where products, services, and programs intersect. The SME will serve as the top evaluator and assessor for associated projects, leveraging experiential knowledge to enact improvements and act as the foremost experienced advisor between the Contractor's Project Manager and the Government. Responsibilities include creating a plan for engagement and collaboration to identify strategic needs across the defense enterprise, analyzing and developing long-term plans related to strategy, modernization, force structure composition, and programming activities. The SME will also collaborate with the Capability Development Manager (CDM) to create Measures of Performance (MOPs), Measures of Effectiveness (MOEs), and decision matrices, while maintaining logs and databases for tracking events within strategic efforts and programs. Additionally, the role involves analyzing annual congressional authorizations and appropriations to determine potential strategic impacts on planned and ongoing CDM activities, as well as developing a Congressional tracker to account for CDM's historical appropriated budgets. The SME will provide expertise in DAF and Office of the Secretary of Defense (OSD) processes, organizational development, deliberate planning, programming, and strategy, and will support the development of engagement plans to effect resourcing support from CDM stakeholders and customers.

Responsibilities

  • Ensure that all assignments associated with a Government-funded program or project are completed effectively, efficiently, on time, and within budget.
  • Create a plan for engagement and collaboration to identify strategic needs across the defense enterprise.
  • Analyze and develop long-term plans pertaining to strategy, modernization, force structure composition, and programming activities.
  • Collaborate with CDM to create Measures of Performance (MOPs), Measures of Effectiveness (MOEs), and decision matrices and frameworks.
  • Construct and maintain logs and databases for tracking and recording events within strategic efforts and programs.
  • Analyze annual congressional authorizations and appropriations to determine potential strategic impacts to planned and ongoing CDM activities.
  • Develop a Congressional tracker to account for CDM's historical appropriated budgets.
  • Provide SME expertise in DAF and OSD processes, organization development, deliberate planning, programming, and strategy.

Requirements

  • Must be a US Citizen due to government clearance.
  • Active TS/SCI Clearance.
  • Master's Degree in the stated discipline OR Bachelor's Degree plus four (4) years additional work experience.
  • A SME level person has at least 15 years of applicable experience.
  • Ten (10) years of specific functional requirement and expertise.
  • Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
  • A minimum of seven (7) years of DoD experience in management of a requirement of similar size, scope, and complexity.
  • Ability to assist in establishing procedures or standards, provide recommendations for procedural improvements, and contribute to efficiency and performance improvement.
