About the position

The Acquisition Business Operations Manager will support Koniag Professional Services and its government client in Arlington, VA, focusing on improving the Federal acquisition process. This role involves process mapping, developing Standard Operating Procedures (SOPs), and analyzing acquisition policies relevant to digital and artificial intelligence initiatives. The successful candidate will coordinate tasks across various workstreams, provide guidance on compliance, and assist in the analysis of alternatives and acquisition recommendations.

Responsibilities

  • Assists the Government leadership in coordinating tasks and information across the discrete workstreams to ensure alignment with the overall strategic vision.
  • Analyzes and interprets acquisition policies, regulations, and procedures relevant to digital and artificial intelligence initiatives.
  • Exhibits expertise in acquisition policies and regulations to provide guidance and optimize acquisition strategies.
  • Assists in the analysis of alternatives, Department of Defense Instructions (DODI), and acquisition recommendations.
  • Drafts correspondence on behalf of the Government Leadership for review/approval.
  • Coordinates and communicates with stakeholders at all levels on behalf of Government Leadership.
  • Prioritizes conflicting needs and handles matters expeditiously under deadline pressure.
  • Performs data-oriented Action Officer functions in support of the CDAO's Acquisition Office Senior Executive.
  • Develops, coordinates, manages, and oversees plans of action to execute identified data tasks.
  • Evaluates performance results and recommends changes as needed.
  • Participates in relevant CDAO Acquisition-related Working Groups to ensure proper consideration of equities.
  • Monitors and tracks CDAO internal and external staffing actions assigned to the Acquisition Office.
  • Manages correspondence processes for the Government Leadership and tracks all suspenses for timeliness.
  • Establishes and assists with the implementation of organization-wide business operations processes.
  • Performs technical writing/editing and documentation review for various documents and correspondence.
  • Assists other team members in other specialties as needed.

Requirements

  • 10+ years of related experience
  • Extensive experience working for an Acquisition Senior Executive Service leader at the OSD level or as an executive officer to a Military Flag Officer or member of the Senior Executive Service.
  • Deep knowledge of and experience in performing senior-level Action Officer functions.
  • Experience developing and reviewing acquisition documentation, Acquisition Decision Memorandums, and Acquisition Strategies.
  • Knowledge of the Federal Acquisition Regulation and DoD-specific acquisition policies and processes.
  • Expertise in Federal Acquisition Regulations and defense acquisition policies and instructions.
  • Experience providing consultative guidance and optimizing acquisition strategies.
  • Strong organizational, project management, and problem-solving skills with impeccable multi-tasking abilities.
  • Ability to uphold a strict level of discretion and confidentiality.
  • Ability to take a conceptual discussion and build a presentation to convey the message.
  • Highly motivated professional capable of managing a demanding workload while prioritizing competing priorities.
  • Knowledge of and experience using the DoD Correspondence and Task Management System (CATMS).
  • Demonstrates excellent communication skills, integrity, critical thinking, and leadership courage.
  • Advanced MS Word and PowerPoint skills; proficient in MS Teams, Excel, and Outlook.
  • Ability to work both independently and as part of a team.
  • Bachelor's Degree in a related discipline or field.
  • Familiarity with the PPBE process highly desired.
