About the position

The Acquisition Consultant/Analyst at Abaco Strategy, LLC will provide acquisition advisory board support services to the Federal Energy Regulation Commission (FERC) Acquisition Services Division (ASD) and its program offices. This role involves leading the development of acquisition packages using agile methodologies, ensuring alignment with ASD processes, and collaborating with various stakeholders to meet FERC's acquisition needs. The successful candidate will also support vendor management and contribute to the transition of ASD to an agile acquisition organization.

Responsibilities

  • Independently work on acquisition projects, ensuring alignment with ASD processes and objectives.
  • Lead the acquisition development packages using agile methodologies.
  • Collaborate with FERC program offices and ASD to ensure alignment of acquisition processes across the organization.
  • Develop and revise acquisition package artifacts including Industry Day materials, RFIs, PWS, SOO, SOW, IGCE, SLAs, QASP, RFQ, and RFP to support FERC's acquisition needs.
  • Offer pre-award support, including vendor negotiations and creation of pre-award artifacts.
  • Provide support to ASD's Acquisition Advisory Board, providing expert insights, recommendations and documentation.
  • Provide post-award vendor management and Program Office support.
  • Support ASD's transition to an agile acquisition organization by offering subject matter expertise.
  • Propose innovative solutions and strategies to enhance ASD Management System implementation.
  • Provide business process management support to centralize and improve ASD's policies and procedures.
  • Maintain ASD business process artifacts and support the adoption of agile processes.
  • Provide status reports to ASD management on project progress and team performance.

Requirements

  • Proven experience in acquisition documentation development, particularly in a federal contracting environment.
  • Strong understanding of Federal Acquisition Regulation (FAR) and agile acquisition processes.
  • Excellent communication and collaboration skills, with the ability to act as a liaison between multiple stakeholders.
  • Demonstrated ability to formulate plans, schedules, and strategies to achieve competitive and cost-effective outcomes.
  • Professional judgment, resourcefulness, and decision-making skills in selecting appropriate contracting approaches.
  • Experience in supervising and leading teams using agile project management methodologies.
  • Experience in developing and managing acquisition artifacts and supporting materials.
