About the position

The Acquisition Manager at Three Saints Bay will provide essential Program Management support services for the Terminal Defense System (TDS) Program Office, specifically under PEO IWS 11. This role involves delivering both technical and management support to facilitate the planning and execution of various program phases, including development, production, and in-service operations. The Acquisition Manager will be involved with several TDS programs, notably the Close-In Weapon System (CIWS) and the Rolling Airframe Missile (RAM), which is a collaborative effort with the Federal Republic of Germany. In this capacity, the Acquisition Manager will be responsible for daily program management, analytical tasks, and acquisition management support to senior executives. This includes meticulous management of records, conducting business research analysis, and developing valuation strategies. The role also encompasses various administrative responsibilities, ensuring that all acquisition and contracts management activities for PEO IWS 11, our German partners, and Foreign Military Sales (FMS) efforts are executed efficiently. Key responsibilities include facilitating regular acquisition status review meetings, creating acquisition documentation for major program milestones in accordance with DoDD 5000.01, and preparing acquisition-related program documentation for government approval. The Acquisition Manager will also manage workflow processes using tools like Microsoft Planner, support the development of briefings for leadership, and maintain a comprehensive repository of contractual documents. Additionally, the role requires participation in international steering committee meetings and program reviews, addressing acquisition challenges, and supporting contract negotiations.

Responsibilities

  • Provide daily program, analytical, and acquisition management support to senior level executives.
  • Manage records, conduct business research analysis, and develop valuation strategies.
  • Facilitate the development and coordination of regular acquisition status review meetings.
  • Assist in the creation of acquisition documentation for major program milestones such as Milestone B, C, Full Rate Production (FRP).
  • Prepare and review acquisition-related program documentation for government approval.
  • Assist in the development and maintenance of an acquisition workflow process using Microsoft Planner.
  • Manage workflow for acquisition requirements using Microsoft Planner.
  • Provide support in the development of briefings for higher leadership pertaining to Acquisition Milestone requirements.
  • Create and maintain a workflow process to document, track, and report on all open contractual matters using Microsoft Planner.
  • Manage workflow for contract Procurement Requests (PRs) and other contract actions using Microsoft Planner.
  • Support the development of Requirements documents, including Market Research Reports, Work Statements, and Contract Data Requirements Lists (CDRL).
  • Enter PEO IWS 11 Procurement Requests (PR) into the NAVSEA contracting system.
  • Attend and support contract negotiations.
  • Maintain a comprehensive repository of contractual documents.
  • Assist in developing, recording, coordinating, and maintaining technical instructions.
  • Develop requisite acquisition documentation to support Steering Committee meetings and program milestone decision meetings.
  • Assist in addressing, investigating, and resolving acquisition challenges.

Requirements
