About the position

OLH Technical Services, a subsidiary of Three Saints Bay, LLC, is seeking an Acquisition Manager to provide Program Management support services for the Terminal Defense System (TDS) Program Office, PEO IWS 11. This role involves providing technical and management support to assist in the planning and execution of the development, production, and in-service program phases for various TDS programs, including the Close-In Weapon System (CIWS) and the Rolling Airframe Missile (RAM). The RAM program is a cooperative development, production, and in-service program with the Federal Republic of Germany. As an Acquisition Manager, you will be responsible for delivering daily program, analytical, and acquisition management support to senior-level executives. This includes detail-oriented management of records, conducting business research analysis, and developing valuation strategies. You will also engage in various administrative tasks to ensure the smooth operation of acquisition and contracts management for PEO IWS 11, our Cooperative German Partner, and Foreign Military Sales (FMS) efforts. Your responsibilities will include facilitating the development and coordination of regular acquisition status review meetings, assisting in the creation of acquisition documentation for major program milestones, and preparing and reviewing acquisition-related program documentation for government approval. You will also manage workflow for acquisition requirements and provide support in developing briefings for higher leadership regarding Acquisition Milestone requirements. In addition, you will create and maintain a workflow process to document, track, and report on all open contractual matters, support the development of requirements documents, and assist in contract negotiations. Your role will also involve developing requisite acquisition documentation to support various program meetings and addressing acquisition challenges as they arise.

Responsibilities

  • Provide daily program, analytical, and acquisition management support to senior level executives.
  • Manage records, conduct business research analysis, and develop valuation strategies.
  • Facilitate the development and coordination of regular acquisition status review meetings.
  • Assist in the creation of acquisition documentation for major program milestones such as Milestone B, C, Full Rate Production (FRP).
  • Prepare and review acquisition-related program documentation for government approval.
  • Assist in the development and maintenance of an acquisition workflow process using tools such as Microsoft Planner.
  • Manage workflow for acquisition requirements using tools such as Microsoft Planner.
  • Provide support in the development of briefings for higher leadership pertaining to Acquisition Milestone requirements.
  • Create and maintain a workflow process to document, track, and report on all open contractual matters.
  • Manage workflow for contract Procurement Requests (PRs) and other contract actions.
  • Support the development of Requirements documents, including Market Research Reports, Work Statements, and Contract Data Requirements Lists (CDRL).
  • Enter PEO IWS 11 Procurement Requests (PR) into the NAVSEA contracting system.
  • Attend and support contract negotiations.
  • Maintain a comprehensive repository of contractual documents.
  • Assist in the review, tracking, and reporting of contractual deliverables and associated documents.
  • Develop requisite acquisition documentation to support SC meetings and program milestone decision meetings.
  • Assist in addressing, investigating, and resolving acquisition challenges.

Requirements

  • High School Diploma
  • Greater than 15 years of relevant experience
