About the position

COLSA Corporation is seeking candidates for Senior Acquisition Managers in support of a USAF contract. This position will provide support to the program in various areas, including Government Acquisition, Status Reporting, Program Analysis, Requirements Development, Capability Planning, Program Integration, Document Preparation, Program Coordination, Program Execution, Schedule Project Management, External Mission Partner Coordination, Program Reviews, Director's Action Group/Program Execution Group Support, and Working Group/Integrated Product Team Participation. In the realm of Government Acquisition, the Senior Acquisition Manager will demonstrate a thorough understanding of DoD acquisition processes and analytical methods to gather, analyze, and evaluate information required by the US Government. This includes assisting in drawing conclusions and devising solutions to problems related to improving acquisition effectiveness and compliance. The role also involves developing and drafting acquisition documentation and assisting with quality control, performing work measurement studies, program or operations efficiency reviews, cost studies, and workload change impact analyses. The manager will support key acquisition events and reviews, such as System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), and others as applicable. The position also entails assisting with establishing and maintaining databases, developing and analyzing key program metrics, and integrating risk management plans and strategies. The Senior Acquisition Manager will communicate program progress and recommendations effectively to higher organizational management and will be involved in organizing and managing critical aspects of the development, production, deployment, and sustainment of programs/projects. In terms of program analysis, the manager will apply an understanding of DoD and AF program/project analysis to assist with planning, organizing, completing, and presenting assessments of program/project activity management concepts, analyses, studies, and procedures to the US Government. This includes evaluating implications of existing or proposed projects, programs, processes, and policies/laws and recommending improvements. The role also requires supporting the development, review, and approval processes for requirements document development and the Joint Capabilities Integration and Development System (JCIDS) process. The Senior Acquisition Manager will assist in translating user requirements documents into Request for Proposal (RFP) documentation for the directorate and will support the US Government in implementing policies, processes, and tools for capability planning and development. Overall, this position is critical in ensuring the effective management and execution of acquisition programs, requiring a blend of technical expertise, analytical skills, and strong communication abilities.

  • Assist the US Government in planning and organizing program management activities and analyses efforts of a group of specialists.
  • Perform a wide range of activities including gathering program information, conducting analyses, acquisition strategy planning, pre-award and post-award document preparation, and milestone planning.
  • Support the development, review, and approval processes for requirements document development and the Joint Capabilities Integration and Development System (JCIDS) process.
  • Assist in translating user requirements documents into Request for Proposal (RFP) documentation for the directorate.
  • Support US Government implementation of policies, processes, and tools for capability planning and development.
  • Assist in developing and implementing capability-based planning processes for AFMC.
  • Review capability requirements and option sets to ensure necessary interoperability and appropriate linkages to other capabilities.
  • Assist in performing material solution analyses leading up to design reviews.
  • Assist in intelligence information and infrastructure to ensure cross-enterprise capabilities planning and system acquisition.
  • Establish a capability architect function to ensure integrated architectures are developed and used as a standard vehicle for cross-enterprise comparison, analysis, and integration.
  • Identify and advocate improvements to existing and proposed Air Force Operational Support capability requirements.
  • Support transformational improvements to operational support via capability-based planning, modernization initiatives, and process engineering.
  • Provide support for all aspects of program cost, schedule, and performance.
  • Assist with Data Item Descriptions (DIDs), Contract Data Requirements Lists (CDRLs), data calls, and reviews.
  • Support the development and sustainment of program requirements documents and assist with producing and/or reviewing products for US Government use.
  • Log, assign review responsibilities, track completions, provide responses to the using command, and archive results.
  • Develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.
  • Provide technical support, plan for, coordinate, and participate in integrated program reviews and conferences.
  • Participate in system developer or OEM technical and programmatic reviews, assisting in identifying risks and developing mitigation plans.
  • Assist with the management of the action item process following each review, briefings, and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed.
  • Produce or support development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.
  • Support program execution per established strategies and plans during all program phases, support all program milestones, and provide support and expertise for briefings and meetings as required.
  • Assist with tracking appropriation and allocation of funds to ensure efficient obligation and execution of funds to certify costs and scheduled activities are aligned and tracked to meet program goals.
  • Assist with developing, analyzing, reporting, and maintaining schedules and metrics needed to track program status.
  • Provide schedule analysis of overarching program Integrated Master Schedule (IMS) with knowledge of OEM-specific scheduling tools or other tools mandated by the US Government.
  • Assist with EVM principles and program control best practices to evaluate and report program health and status.
  • Interface and coordinate with lateral USG organizations to accomplish assigned tasks.
  • Assist with the resolution of programmatic issues including interfacing/querying Air Staff, Air Force Major Command, and DoD personnel.
  • Provide technical support, planning for, coordinating, and participating in integrated program reviews and conferences.
  • Assist with program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed.
  • Support DAG and PEG processes, including Execution Reviews, Monthly Acquisition Report (MAR), Defense Acquisition Executive Summary (DAES), Selected Acquisition Reports (SAR), and other acquisition reports.

Requirements

  • MA/MS degree with twelve (12) years of experience in the respective technical/professional discipline, five (5) years of which must be in the DoD.
  • BA/BS degree with fifteen (15) years of experience in the respective technical/professional discipline, five (5) years of which must be in the DoD.
  • HSD/GED with twenty (20) years of directly related experience, eight (8) years of which must be in the DoD.
  • U.S. Citizenship required.
  • Must be able to obtain and maintain a Security clearance at the required level.
