About the position

Axiologic Solutions LLC is seeking a Senior Acquisition Executive to join our team in Northern Virginia. This role is pivotal in assisting the Defense Intelligence Agency's (DIA) Chief Information Officer (CIO-5) Business Operations and Governance Division. The successful candidate will be responsible for reengineering, supporting, and implementing a comprehensive acquisition process that meets the needs of our federal clients. The position requires a deep understanding of the acquisition frameworks and architectures within the Intelligence Community (IC) and Department of Defense (DoD). The Acquisition Manager will provide senior-level consulting services, ensuring that all acquisition strategies and documentation are meticulously prepared and aligned with the agency's objectives. In this role, you will support the management of customer and stakeholder objectives, define processes, and implement governance oversight. You will advise on the preparation of acquisition strategies, purchase requests, and essential documentation such as Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), and Justification and Approvals (J&As). Additionally, you will assist in program governance and oversight of multiple award and task order efforts, ensuring that all project milestones are accurately reflected in contractual documents. The Acquisition Manager will also be responsible for driving process improvements within DIA's acquisition processes, developing agile business transformation tools, and aligning business and acquisition processes with industry best practices. You will work closely with stakeholders to identify and develop business needs, requirements, and capabilities, guiding them through the full acquisition lifecycle. This position requires excellent communication skills, both oral and written, to effectively engage with customers, team members, and leadership.

Responsibilities

  • Support managing customer and stakeholder objectives, defining processes, and implementing governance oversight.
  • Provide senior level consulting in support of end-to-end acquisition support services for all CIO customers/stakeholders.
  • Advise in the preparation of acquisition strategies, purchase request, packages, and documentation such as Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), and Justification and Approvals (J&As).
  • Assist in program governance and oversight of multiple award and multiple task order efforts.
  • Support acquisition governance boards, working groups, and technical exchange meetings (TEMS).
  • Plan, prepare, and maintain current acquisition plans and overall program office acquisition administration functions such as program control and tracking.
  • Coordinate with technical experts and contracting office to ensure project milestones are reflected in contractual documents.
  • Determine appropriate Government-Furnished Equipment/Information (GFE/GFI) for acquisitions based upon the scope and requirement.
  • Provide analysis and recommendations to support transition to commercially provide development models for improving acquisition mechanics.
  • Drive process improvement to DIA's acquisition processes.
  • Develop agile business transformation tools and processes to manage activities using agile methodologies.
  • Assist in the development of acquisition architecture and engineering roadmap.
  • Work directly with stakeholders to align business and acquisition processes to industry and DIA best practices.
  • Participate in the structuring of Requirement Owner, Stakeholder COI, and solution development collaboration teaming.
  • Support Stakeholder Engagement in identifying and developing business needs, requirements, capability, architectures, software design, agile task prioritization, and other requirements as needed.
  • Educate and guide stakeholders and pilot programs through the full acquisition lifecycle.

Requirements

  • Must have an active/current TS/SCI and be able to pass a CI Poly.
  • Must have at least twelve 15 years of experience as a DOD/IC Acquisition program manager providing management and direction to senior and mid-level personnel.
  • A bachelor's degree or equivalent training and experience and/or Master's degree or advanced training in DoD/IC Acquisition program management.
  • Excellent oral and written communication skills with customer, team, and leadership.
  • Understanding of the IC, IC ITE, DoD, and DIA acquisition frameworks and architectures.
  • Experience with Federal Acquisition Regulation (FAR), DoD FAR Supplements (DFARs), and/or DoD Acquisition 5000 Series and ICD 801.
