About the position

The Acquisition Program Management Analyst will provide Systems Engineering and Technical Assistance (SETA) support to Tactical Networks at Aberdeen Proving Ground (APG), MD. This role is critical in ensuring that acquisition processes are followed in accordance with Department of Defense Instruction (DoDI) 5000 and Department of Defense Directive (DoDD) 5000 series. The analyst will be responsible for preparing and reviewing various acquisition documents that are essential for milestone reviews and major decision points throughout the acquisition process. This includes ensuring compliance with all relevant Army Regulations (AR) and Department of Army Pamphlets that govern Army Acquisition Processes. In addition to document preparation, the Acquisition Program Management Analyst will provide comprehensive program management support for acquisition cycle planning and execution. This involves drafting necessary documentation for Milestone Decision Reviews (MDRs), advising on the program acquisition path and strategy, and coordinating the staffing of acquisition documents for necessary signatures. The analyst will also be tasked with tracking the status of acquisition documents for each program within the Program Management Tactical Networks (PM TN) portfolio, providing regular updates and reports as required. Another key responsibility includes assisting in the preparation of the Acquisition Program Baseline (APB) and monitoring the execution of the program against this baseline. The analyst will also support the development of new requirements documentation, which includes Initial Capabilities Document (ICD), Capabilities Development Document (CDD), and Capabilities Product Document (CPD). This role is essential for ensuring that all acquisition activities are aligned with the strategic goals of the Department of Defense and that all documentation meets the required standards for successful program execution.

Responsibilities

  • Prepares and reviews acquisition documents in support of milestone reviews and major decision points during the acquisition process in accordance with DoDI 5000 and DoDD 5000 series.
  • Reviews documents for compliance with all Army Regulation (AR) and Department of Army Pamphlets pertaining to Army Acquisition Processes.
  • Provides program management support for acquisition cycle planning and execution, including preparing documentation and inputs for Milestone Decision Reviews (MDRs).
  • Advises on program acquisition path and strategy, drafts documents needed in support of acquisition decisions, and coordinates and staffs acquisition documents for signatures.
  • Tracks the status of acquisition documents for each program within the PM TN portfolio and reports on the status regularly and as required.
  • Assists with preparing Acquisition Program Baseline (APB) and monitors and reports on program execution against this baseline.
  • Provides acquisition program management support for new requirements documentation development such as Initial Capabilities Document (ICD), Capabilities Development Document (CDD), and Capabilities Product Document (CPD).

Requirements

  • Minimum of 4 years of related experience in preparing and reviewing acquisition documentation in support of milestone reviews as required by DODI 5000 series.
  • Experience in tracking, monitoring, and reporting on the status of acquisition documentation.
  • Experience in supporting documentation development such as Initial Capabilities Document (ICD), Capabilities Development Document (CDD), and Capabilities Product Document (CPD).
  • Experience in preparing and staffing Acquisition Program Baseline (APB).
  • Experience must be with DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM).
  • Bachelor's degree (additional years of experience may be substituted for degree for intermediate position).
  • Active DoD Secret clearance required.
