About the position

TestPros is seeking an Acquisition Program Management Support Subject Matter Expert (SME) to provide technical and management expertise in support of the acquisition of aircraft systems and subsystems. This position is based at Wright-Patterson AFB in Dayton, Ohio, and requires a Top Secret clearance. The successful candidate will have at least twelve months of experience in a Special Access Program (SAP) environment within the last five years. The role involves providing acquisition program management support for both new and ongoing projects executed by AFLCMC/XA-AT. The contractor will engage in a comprehensive range of acquisition program analysis support tasks that encompass technology development, engineering integration, program control, foreign disclosure, testing and deployment, configuration management, production and manufacturing, quality assurance, and logistics support. The contractor will apply their knowledge of Department of Defense (DoD) acquisition processes and analytical methods to gather, analyze, and evaluate information required by program or project managers and all customers. They will utilize their expertise in integration, communication, coordination, organizational, and planning skills to assist AFLCMC/XA-AT programs in delivering and sustaining U.S. Air Force warfighting capabilities. The contractor will be responsible for drawing conclusions and devising solutions to enhance acquisition effectiveness and compliance, as well as developing and drafting acquisition documentation while ensuring quality control. In addition to these responsibilities, the contractor will teach program management modules within Acquisition Training (AT) courses to industry and government participants and assist in curriculum development as needed. They will also facilitate group training sessions, collaborate with various teams, and manage logistics for training events, ensuring that all necessary equipment and documentation are in place. The contractor will support the development of training policies, procedures, and strategies, conduct resource analysis, and manage training tools and systems. Furthermore, they will assist in the acquisition of the Long-Term Buy (LTB), managing logistics functions, item management, and security measures throughout the lifecycle of the acquisition process.

Responsibilities

  • Provide acquisition program management support for new and ongoing projects executed by AFLCMC/XA-AT.
  • Apply knowledge of DoD acquisition processes and analytical methods to gather, analyze, and evaluate information required by program or project managers.
  • Utilize integration, communication, coordination, organizational, and planning expertise to assist AFLCMC/XA-AT programs.
  • Draw conclusions and devise solutions to improve acquisition effectiveness and compliance.
  • Develop and draft acquisition documentation while ensuring quality control.
  • Teach program management modules within AT courses to industry and government participants.
  • Plan, schedule, coordinate, and conduct facilitation activities with host organization personnel.
  • Support the development of training policies, procedures, and strategies.
  • Assist in the acquisition of the Long-Term Buy (LTB) and manage logistics functions.
  • Provide reach back support under optional T&M position as needed.

Requirements

  • At least 12 months of experience in a SAP environment within the last 5 years.
  • Knowledge of DoD acquisition processes and analytical methods.
  • Experience in program management and acquisition support.
  • Strong communication and public speaking skills.
  • Ability to develop and draft acquisition documentation.
  • Experience in training and facilitation for group sessions.

Nice-to-haves

  • Experience with NIST standards and WCAG compliance.
  • Familiarity with software testing and quality assurance processes.
  • Background in logistics management and lifecycle planning.
