The Acquisition Program Manager plays a critical role within the Department of Defense, specifically focusing on the strategic development of policies and guidance in collaboration with the Air Force Program Executive Office for Contract Management (AFPEO/CM), Air Force Materiel Command (AFMC), and contracting staff for the Air Force Test Center (AFTC) contracted services. This position is responsible for developing surveillance and quality programs, as well as processes and tools for oversight by the Services Acquisition Decision Authority. The manager ensures that performance management and contractor oversight processes are robust and relevant, providing education and assistance to program managers and multi-functional team members. In addition, the Acquisition Program Manager leads the Annual Execution Review to AFMC/CA and AFPEO/CM, as well as the Wing Services Execution Review to AFTC/CA. They support the timely submission of Contractor Performance Assessment Reports (CPARs) and maintain accurate metrics on AFTC Services Portfolio programs. The role also involves developing content for the AFTC Service Newsletter and maintaining the AFTC/AZ website with accurate and timely information. The manager is responsible for leading, managing, and directing activities related to DoD funded acquisition efforts, delivering presentations on program status, accomplishments, and requirements for support, while representing the program office at higher organizational levels and contractor organizations. The position requires collaboration with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, and budgets. The incumbent must reside at one of the designated duty locations and engage in continuous learning activities to achieve the required certification levels within the defined grace period after assignment. This role is essential for ensuring that the acquisition processes align with the strategic goals of the Department of Defense and the Air Force, ultimately contributing to the effective management of resources and services.
