About the position

Applied Research Solutions (ARS) is seeking a highly skilled Acquisition Program Manager-Journeyman to join our team on the ISR CC program in Dayton, Ohio. This position is crucial for providing a wide range of acquisition program management, analytical, technical, and support services for programs managed by the AFLCMC/WI Directorate and AFLCMC/WIN Division. The successful candidate will leverage their knowledge and experience in pre-acquisition definition and capabilities integration of requirements, as well as acquisition program management principles and policies, to assist with the procurement of sensor systems, subsystems, and equipment throughout their total life cycle, ensuring compliance with current Air Force regulations and guidelines. In this role, the Contractor will apply their expertise in integration, communication, coordination, organizational, and planning to support technical research and development activities and acquisition efforts across various functional disciplines. Responsibilities will include planning, organizing, and managing critical aspects of the development, production, and deployment of capabilities related to sensor systems, subsystems, and equipment. This includes managing program cost, schedule, performance, and risk, as well as assisting in the full spectrum of actions required to award contracts and contract modifications to other Contractors. The Contractor will also be responsible for developing pre- and post-award documentation, milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation. They will perform a wide range of program management activities, including gathering data, conducting analyses, and validating acquisition programmatic documentation. Additionally, the Contractor will assist in pre-acquisition and acquisition strategy planning and implementation, review and analyze earned value management systems, and develop and analyze key program metrics. The role requires close collaboration with the program office to ensure compliance with various acquisition management initiatives and to support program managers in resolving acquisition-related issues through data analysis.

Responsibilities

  • Provide a wide range of acquisition program management, analytical, technical, and support services for programs managed by the AFLCMC/WI Directorate and AFLCMC/WIN Division.
  • Apply knowledge and experience in pre-acquisition definition and capabilities integration of requirements, acquisition program management principles, and policies/procedures.
  • Assist with the procurement of sensor systems, subsystems, and equipment throughout their total life cycle, in compliance with current Air Force regulations and guidelines.
  • Plan, organize, and manage critical aspects of the development, production, and/or deployment of capabilities related to sensor systems, subsystems, and equipment.
  • Manage program cost, schedule, performance, and risk.
  • Assist in the full spectrum of actions required to award contracts and contract modifications to other Contractors.
  • Develop pre- and post-award documentation.
  • Assist in milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation.
  • Perform a wide range of program management activities including gathering data, conducting analyses, evaluation, and validation of acquisition programmatic documentation.
  • Assist in pre-acquisition and acquisition strategy planning and implementation.
  • Review and analyze prime and subcontractor earned value management systems.
  • Access modeling databases and perform specific analyses.
  • Develop and analyze key program metrics.
  • Develop and integrate Risk Management Plans (RMP) and strategies and support program briefings.
  • Assist the program office in surveillance of weapon system prime contractor and subcontractor performance.
  • Determine program progress and communicate recommendations to the Government orally and in writing.
  • Support various program office actions in the application of acquisition management initiatives.

Requirements

  • Must be a US Citizen
  • Active TS/SCI clearance required
  • BA/BS degree
  • Ten years of experience in the respective technical/professional discipline being performed, three of which must be in the DoD OR 15 years of directly related experience with proper certifications, five of which must be in the DoD.
  • Knowledge, experience, and demonstrated ability to perform tasks related to the technical/professional discipline being performed.
  • Ability to work independently and apply the proper procedures and processes related to their area of expertise.
