About the position

The Acquisition Program Manager will be a key member of the Operational Support Team within the Aerospace Medicine Studies and Analysis Division at the United States Air Force School of Aerospace. This position is located at Wright-Patterson AFB, OH, and requires U.S. citizenship along with a Position of Trust (Tier 1) background investigation. The role is full-time and contract-based, with an expected salary range of $80,000 to $90,000 per year. The work schedule is typically from 7:30 a.m. to 4:30 p.m., Monday through Friday, but flexibility is required as there may be instances where work is needed after hours or on weekends to support specific tasks. The period of performance for this position is from September 30, 2024, to September 29, 2026. The Acquisition Program Manager will assist in planning, initiating, executing, and reporting on various projects and analyses conducted within the 711th Human Performance Wing (HPW) and other Air Force Medical Service (AFMS) research platforms. This includes providing administrative, technical, and logistical support for day-to-day project operations. The manager will monitor program and project accomplishments through the various phases of the acquisition cycle, create administrative and monitoring support tools, and maintain oversight of medical projects. Responsibilities also include monitoring adherence to established management controls, tracking contractor costs, schedules, and performance, and ensuring compliance with various regulatory requirements. The ideal candidate will possess a Bachelor's degree and have a minimum of three years of program management experience in a military research environment. They should be familiar with the preparation of documentation required for research contracts and cooperative agreements, and have experience with Institutional Review Board (IRB) processes. Proficiency in Microsoft Office applications is essential, along with strong organizational and communication skills. The role requires the ability to work independently and as part of a team, demonstrating initiative and attention to detail. Previous experience in the Defense Health Program (DHP) medical research environment is highly desired.

Responsibilities

  • Assist in planning, initiating, executing, and reporting on projects and analyses within the 711 HPW and other AFMS research platforms.
  • Monitor program and project accomplishments through the various phases of the acquisition cycle.
  • Create administrative and monitoring support tools for daily operations associated with medical projects.
  • Maintain or contribute to the maintenance of a FES oversight system for resources and projects.
  • Prepare documentation and presentations in support of project oversight management.
  • Monitor adherence to established management controls, such as milestones and management indicators.
  • Create and maintain management control systems to monitor program and project resources.
  • Monitor and support obligation and expenditure reporting, including communication with financial support staff.
  • Perform research and staff studies, providing technical guidance and advisory support.
  • Design interagency agreements, decision memorandums, and cost estimates as requested.
  • Coordinate with principal investigators and program managers involved in the acquisition of medical systems.
  • Monitor and assist individuals in the use of the Resource Management and Tracking System (RMTS) database.
  • Recommend solutions to improve processes and maximize mission accomplishment.
  • Assist with the identification and assessment of project risks/issues and provide recommendations.
  • Ensure all required data for assigned studies are maintained and stored in the project file system.
  • Capture, analyze, and interpret project-related data, generating briefings and presentations as required.
  • Schedule, attend, and participate in meetings, capturing and tracking action items.

Requirements

  • Bachelor's degree in a relevant field.
  • Minimum Acquisition Professional Development Program (APDP) Level II certification in Program Management, PMP, or PjMP certification.
  • At least three years of program management experience in a military research environment.
  • Experience reviewing contractor costs, schedules, and activity reports on research projects.
  • At least two years of experience working with research contracts and cooperative agreement awards.
  • Familiarity with preparation of documentation for research awards, including Statements of Work and Contract Data Requirements Lists (CDRLs).
  • Experience tracking contractor cost, schedule, and activity reports on awarded research projects.
  • Extensive understanding of IRB requirements and protocols, with at least three years of experience assisting with IRB processes.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Project, Outlook).
  • Excellent communication skills and fluency in English.
  • Strong organizational skills and ability to achieve set goals.
