About the position

NSI requires an Acquisition Program Manager to work within the Deputy Assistant Secretary of the Army for Defense Exports & Cooperation (DASA DE&C) International Acquisition Directorate (IAD) under the general supervision of the Director, International Acquisition. DASA DE&C is the Army's lead in Foreign Military Sales (FMS) and International Armaments Cooperation. The employee will serve as program manager for the quarterly 3-Star Equipment Distribution Review Board (EDRB) and diversion / prioritization analyses. As program manager for EDRB, diversions, and prioritizations, the employee will work in partnership with an analyst to drive key outcomes, including timely resolution of diversion requests for partners, realignment of contracts via proactive prioritization to reflect NDS and Army strategic priorities, and senior leader visibility and insight into status of diversions and prioritizations via regular report-outs. The employee will provide a strategic lens when recommending courses of action for complex weapon system challenges and programmatic aspects of international partners procurement of weapons systems. Additional responsibilities may include determining requirements to aid the Army in weapons systems production and sale from stock, and planning Army Security Assistance Enterprise (ASAE) program execution to ensure proper consideration of technology transfer, foreign disclosure, weapon system forecasted future demand, current demand, and projected delivery schedule for overall program management success.

Responsibilities

  • Lead DASA DEC IAD's resource allocation efforts for critical weapons systems (e.g., diversion requests, proactive prioritization) to generate a recommendation for how to optimally distribute limited resources, balancing US and foreign needs
  • Support and supervise analyst fielding and processing diversion requests from various stakeholders (e.g., PEOs, DASA DEC PRM, USASAC). Collaborate with these stakeholders on a regular basis as needed to advance the work.
  • Establish and maintain program management process for adjudicating diversion decisions in partnership with analyst including issuing RFIs, identifying the initial trade space, and generating courses of action.
  • Facilitate various working groups and IPTs to incorporate stakeholder points of view prior to senior leader decisional meetings (e.g., EDRB).
  • Prepare talking points for DASA DEC leadership engagements and provide input when other directorates are developing talking points
  • Support Army senior leader briefings in advance of various engagements (e.g., 3-star Equipment Distribution Board, bilateral meetings with partners, strategic engagements with industry) by equipping them with a synthesis of the most pertinent data/information
  • Maintain and strengthen close relationships at AO level with PEOs, LCMCs, SAMDs, DASCs for coordination, de-confliction, and problem solving
  • Support execution tasking by providing information regarding systems on a timely basis to counterpart directorates, external Army agencies, and Senior Leaders
  • Provide perspective of Army weapons system, capabilities, cost, schedule, performance, in support of partners upstream requirements and modernization

Requirements

  • BS or BA degree in a technical field is preferred
  • At least ten (10) years of professional experience required
  • At least five (5) years' experience in DoD Program Management preferred
  • Program office experience supporting Army acquisition programs
  • Technical knowledge of various Army programs
  • Knowledge of Army's Acquisition and Security Assistance Enterprise
  • Operational experience employing Army equipment and programs of record

Nice-to-haves

  • Proficient in Microsoft Excel and PowerPoint
  • Project management expertise, including strong organizational skills, attention to detail, and ability to drive/influence on-time completion of tasks
  • Comfortable leading with influence to drive progress, resolution of issues at peer, near-peer (AO) level, and with direct reports independently
  • Strong written and verbal communication skills, supporting senior leader engagement, stakeholder management, and training/coaching direct reports
  • Possess critical thinking, creativity, and analytical rigor, including ability to deviate from a standard template / process when required
  • Curious and have a learning mindset to either expand on previous knowledge base or build knowledge base of programmatic / system-specific knowledge, the acquisition lifecycle, and FMS case processes
  • Able to work efficiently in a fast-paced environment
