About the position

The Acquisition Program Manager will be a key member of the Operational Support Team within the Aerospace Medicine Studies and Analysis Division at the United States Air Force School of Aerospace. This position is responsible for assisting in the planning, initiation, execution, and reporting of various projects and analyses conducted within the 711th Human Performance Wing (HPW) and other Air Force Medical Service (AFMS) research platforms. The role requires a strong understanding of program management principles, particularly in a military research environment, and involves day-to-day project operations, as well as providing administrative, technical, and logistical support to ensure the successful execution of projects. The Acquisition Program Manager will monitor program and project accomplishments through the various phases of the acquisition cycle, creating administrative and monitoring support tools as necessary. This includes maintaining oversight of medical projects, monitoring funds execution, program cost control, schedule adherence, and technical performance of both contracted and in-house projects. The individual will also be responsible for preparing documentation and presentations to support project oversight management, including semi-annual reviews and quarterly status reports. In addition to project management duties, the Acquisition Program Manager will track contractor costs, schedules, and activity reports on awarded research projects, performing cost, schedule, and performance analysis. The role requires familiarity with various types of documentation required to support research contracts, including Statements of Work and Contract Data Requirements Lists. The successful candidate will also assist researchers and technical staff with Institutional Review Board (IRB) processes and documentation, ensuring compliance with human subject research regulations. The position demands excellent communication skills, attention to detail, and the ability to work both independently and as part of a team. The Acquisition Program Manager will interact with various stakeholders, including principal investigators, program managers, and external partners, to coordinate project activities and ensure successful outcomes. This role is critical in supporting the mission of the USAFSAM and the broader objectives of the Air Force Medical Service.

Responsibilities

  • Assist in planning, initiating, executing, and reporting on projects and analyses within the 711 HPW and other AFMS research platforms.
  • Monitor program and project accomplishments through the various phases of the acquisition cycle.
  • Create administrative and monitoring support tools for daily operations associated with medical projects.
  • Maintain oversight of funds execution, program cost control, schedule adherence, and technical performance of projects.
  • Prepare documentation and presentations in support of project oversight management, including semi-annual reviews and quarterly status reports.
  • Track contractor costs, schedules, and activity reports on awarded research projects.
  • Perform cost, schedule, and performance analysis on research projects.
  • Assist researchers and technical staff with IRB processes and documentation, including Data Use Agreements and Memoranda of Agreement.
  • Design interagency agreements, decision memorandums, and cost estimates as requested.
  • Coordinate with principal investigators, program managers, and support staff involved in the acquisition of medical systems.

Requirements

  • Possess a Bachelor's degree.
  • Have a minimum Acquisition Professional Development Program (APDP) Level II certification in Program Management, PMP or PjMP certification.
  • At least three (3) years of program management experience in a military research environment.
  • Experience reviewing contractor costs, schedule, and activity reports on research projects.
  • At least two (2) years of experience working in support of research contracts and cooperative agreement awards from Broad Area Announcement (BAA) type contracting vehicles.
  • Familiarity with preparation of documentation required to support awards, including Statements of Work and Contract Data Requirements Lists.
  • Experience tracking contractor cost, schedule, and activity reports on awarded research projects.
  • Demonstrate an extensive understanding of IRB requirements, protocols, and subject recruitment.
  • Proficient in all standard Microsoft Office applications (Word, Excel, PowerPoint, Project, and Outlook).
  • Excellent communication skills and ability to work in a team environment.
